3. Motion approving a service agreement with Heath Consultants, of Houston,
Texas for Natural Gas Leakage Survey Services in accordance with Request for
Proposal No. BI-0169-08, based on best value for an estimated annual
expenditure of $90,580. The term of the agreement will be for three years.
Funding is available in the Gas Operations budget for FY 2007-2008 and has
been requested for FY 2008-2009.
