No. 4 to the construction contract with R.S. Black Civil Contractors, fnc. of
Corpus Christi, Texas in the amount of $182,034.50 for a total restated fee of
$4,780,755.5D for the Oso Water Reclamation Plant Clarifier Nos. 5, 6, 7,
8/Aerobic Digester No. 21 Blower House No. 2 Improvements.

has not been appropriated for any other purpose.
