Mr. Brawl- ng pointed out the various existing business opera- tions in the area which he stated are consistent with the request. He stated that the proposed development is highly oriented with the existing Baldwin Boulevard business uses and that the thoroughfare is more than adequate to handle the traffic flow. He urged the Council to grant the requested zoning change so that the operation could be established without being tied to a special use, stating that it will not be used for anything which is not consistent with the character of the area. No one appeared in opposition to the foregoing request. Motion by Sizemore, seconded by Roberts and passed, that the hearing be closed. Motion by Sizemore, seconded by Roberts and passed, that Application #1270-4, Mrs. Aileen M. Waters, for change of zoning from "B-4" General Business District to "I-2" Light Industrial District, on a portion of Lot 6 & all of Lot 7, Block 26, Meadow Park Subdivision, located in the 500 Block of Cheyenne Street, be denied, but in lieu thereof a Special Council Permit be granted for open storage and parking for a lumberyard and that an ordinance be brought forward subject to an approved plot plan Mayor Pro Tem Lozano announced the public hearing on Application 4271-6, City of Corpus Christi, for change of zoning from "R -1B" One -family Dwelling District to "B-4" General Business District on Parcels I, II & III, located along the John F. Kennedy Causeway. City Manager Townsend explained that this area was recently annexed into the City and automatically zoned "R -1B" One -family Dwelling District, which makes the existing bait stand operations non -conforming. He stated that these parcels are the last parcels affected by the recent annexation which would require rezoning and that they are presently leased by Nueces County. Larry Wenger pointed out the location on the map and stated that there are bait stands and concessions on each of the three parcels; that the request was heard by the Planning Commission February 2, 1971; that there was no opposition at the hearing; that prior to the hearing the Staff mailed out three notices and none were received in favor nor in opposition; that it was the recommendation of both the Staff and the Commission that the request be approved. No one appeared in opposition to the foregoing request. Motion by Sizemore, seconded by Roberts and passed, that the hearing be closed. Minutes Special Council Meeting March 8, 1971 Page 3 Motion by Bradley, seconded by Sizemore and passed, that the recommendations of the Staff and Planning Commission be concurred in and that Application #271-6, City of Corpus Christi, for change of zoning from "R -1B" One -family Dwelling District to "B-4" General Business District, on: Parcel I, approximately 39 acres located at the Humble Channel; Parcels II & III, approximately 126 acres located at the intra - coastal Canal, be granted as requested, and that an ordinance be brought forward effectuating the change. Mayor Pro Tem Lozano announced the public hearing on Application #27'7, Fernando R. Villarreal, for change of zoning from "R-18" One -family Dwelling District to "A-1" Apartment House District, on Lots 14 & 15, 37 & 39, Block "A", Don Patricio Subdivision. Larry Wenger stated that the request was heard by the Planning Commission on February 2, 1971, and that an apartment complex is proposed. He stated that no one had appeared in opposition; that prior to the Commission hearing the Staff mailed out seventeen notices, one was received in favor and none in opposition; that it was the recommendations of both the Staff and the Planning Commission that the request be approved since the property fronts on a major thoroughfare and would not be condusive to single-family development. No one appeared in opposition to the foregoing request. Motion by Sizemore, seconded by Roberts and passed, that the hearing be closed. Motion by Bradley, seconded by Sizemore and passed, that the recommendations of the Staff and Planning Commission be concurred in and that Application #271-7, Fernando R. Villarreal, for change of zoning from "R -1B" One -family Dwelling District to "A-1" Apartment House District, on Lots 14 & 15, 38 & 39, Block "A", Don Patricio Subdivision located in the 1900 Block of Waldron Road, be approved as requested, and that an ordinance be brought forward effectuating the change. Mayor Pro Tem Lozano announced the public hearing on Application #2714, Harold Kronke, for change of zoning from "R -1B" Ope-family Dwelling District and "B-4" General Business District to "I-2" Light Industrial District, on Lot 13, Block 3, Highway Village, located between North Harrington Drive and 10322 Leopard Street. Larry Wenger pointed out the existing zoning districts stating that a building located on the rear of the subject property had been destroyed by Hurricane Celia, and that the applicant proposes to replace the building for an electrical contractor's i .� Minutes Special Council Meeting March 8, 1971 Page 4 shop and warehouse operation. 16.E stated that the request was heard by the Planning Commission February 2, 1971, at 'which time the applicant stated that on June 12, 1963, he had obtained an Interim Permit to operate an electrical contracting shop at the rear of the subject lot; that when he applied for a permit to rebuild, it was denied and he was advised that the property would have to be rezoned for this use. Mr. Wenger stated one person appeared at the hearing in opposition; that prior to the hearing the Staff mailed out twenty-three notices, none received in favor and four in opposition; that it was the recommendation of the Planning Commission that the request be denied, but in lieu thereof a Special Permit be granted for an electrical contracting shop on the front portion facing Leopard Street with a depth of 361 feet, and that the rear 110 feet remain residentially zoned; and that it was the Staff's opinion that this prop- erty should not be rezoned all the way to Harrington Drive since it would be an intrusion into a residentially zoned area and would be. detrimental; that possibly the south one- half could be zoned as requested since the depth is not of sufficient size to warrant a good commercial development. Mr. Harold Kronke,applicant, spoke on behalf of the request, stating thct the concrete slab is located about 124 feet from North Harrington Drive and c';jt rezoning one-half of the property would not help him as he would have to start anew, acrd tha`. he would like to use the slab if possible. He stated that the plot plan had shown a U -Store -It area because he had been advised to showanything which he might wisp t build; stated that the plan did not show the screening wall but that he would re- submit the plan showing this revision if necessary. He explained that a colored metal building will be erected if the zoning is granted and that the main access would be off Leopard Street. Mr. Bill Willingham, 10304 North Harrington, spoke in opposition, stating that the "I-2" zoning would be detrimental to the residences fronting on Charles Drive and across North Harrington Street. Mr. Willingham stated that he would not be opposed if approximately 100 feet on Harrington remained zoned "R -1B if entrances and exits are not allowed for trucks from Harrington, and proper screening, he would have no objection. He stated he did not oppose the Special Permit as recommended by the Planning Commission. Motion by Bradley, seconded by Sizemore and passed, that the hearing be closed. • • Minutes Special Council Meeting March 8, 1971 Page 5 Motion by Bradley, seconded by Sizemore and passed, that Application #271-8, Harold Kronke, for change of zoning from "R -1B" One -family Dwelling District and "B-4" General Business District to "I-2" Light Industrial District, on Lot 13, Block 3, Highway Village, located between North Harrington Drive and 10322 Leopard Street, be denied, but in lieu thereof a Special Permit be granted for an electrical contracting shop on the front portion facing Leopard Street with a depth of 361 feet, that the rear 110 feet of this tract remain residentially zoned, and that an ordinance be brought forward effectuating the Special Permit according to a revised plot plan show- ing a screening fence between the "1-2" and the "R -1B" Districts. There being no further business to come before the Council, the meeting was adjourned.
