22. Motion authorizing the City Manager, or his designee, to execute Amendment
No. 5 in the amount of $100,000 with HDR Engineering, Inc. for on-call services
related to utility financial planning, utility rate determination, wholesale customer
mediation expert testimony and other utility matters dealing with utility planning,
finance, and growth management.
