CITY OF CORPUS CHRISTI, TEXAS
REGULAR COUNCIL MEETING
April 28, 1971
2:00 P.M.

Mayor Jack R. Blackmon called the meeting to order.
The Invocation was given by The Reverend Hudson Biggio, Associate Pastor
of the First Christian Church.
Mayor Blackmon directed that the text of the prayer offered by Reverend
Biggio be recorded as part of the official minutes of this meeting. The prayer
was as follows:
"Eternal God our Father - we come to acknowledge Your spirit
and presence with us this afternoon -
We come expressing our need for Your guidance and leading in
this Council in the lives of we, the citizens of Corpus Christi -
We offer a debt of gratitude to these men who have served and
continue to serve this community -
In the fact of expediency and conflict of emotion and confusion,
they have sought patience and insite and wisdom. At times they
have succeeded, at times they have not and who knows this better
than they -
We offer our grateful thanks to them and their families - for their
sacrifice and service. To the whole Staff of the City and their
thankless work, we lift them up before Thee -
Now, we the citizens and people of Corpus Christi must ask of our-
selves some questidns if we are to look to the future with hope and
dreams -
Help me as a citizen of Corpus Christi to ask the right questions of
myself -
Not what can I get from this City, but where am I needed most -
Not where will I realize the most good for myself but where is my
love and life needed to enrich the life of our community -
Not who can help me get ahead, but who are those persons waiting
for my help -
We say 'Love thy neighbor' and take his money -
We say 'Turn the other Check' and find ways to get even -
When will we ever learn...Help us all to wake up and live as you have
taught, and share the spirit of our lives with another and another -
If we ever stop caring and helping,we are all lost - You are our
God, we are your children - Save us all, the young and old alike -
Our hope is to leave a selfish mind, a warring world and grasp peace
and love on earth. Let us reach out and love somebody today -
Hear our prayer, 0 God. Amen."

City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Lozano, seconded by Roberts and passed, that the absence of
Commissioners McDaniel and Sizemore, be excused for just cause.
The Minutes of the Regular Meeting of April 14, 1971 were approved as sub-
mitted to the Council.
Mayor Blackmon announced the issuance of proclamations as follows: MEDICAL
ASSISTANTS DAYS, April 28 thru May 2, 1971; MENTAL HEALTH MONTH, May 1971; CIVIL
AIR PATROL WEEK, April 28 through May '2, 1971; LOYALTY DAY, May 1, 1971; and
BUCCANEER DAYS, to be presented in Buccaneer ceremonies Saturday, May 1, 1971.
Mayor Blackmon recognized the Student Council of South Park Junior High
School, and presented Certificates of Attendance to the following students: Nora
Carter, Mary Lou Martinez, Homer Carvajal, Kenneth Robichaux, Belinda Elizalde,, and
Janet Whitehead. The students were accompanied by their sponsor Mr. Ramos.
A Certificate of Appreciation was presented to Mr. Kenneth McCaleb recently
retired Corpus Christi Caller -Times columnist and author of "Conversation Piece."
Mayor Blackmon congratulated and thanked Mr. McCaleb and his wife for the fine
contribution they had made to this community through his column which has brought
a smile to the faces of his readers.
Mr. McCaleb, accompanied by his wife, accepted the commendation and com-
mented, "as a supposedly humorous columist, I am delighted with this Council and
Administration for having provided us with so many good laughs, and trust that the
next Council will do even better."
Mayor Blackmon nominated for reappointment to the Board of Equalization
the following: Odell Ingle, Harry T. Pinson and M. L. Ramirez.
Motion by Roberts, seconded by Lozano and passed, that the foregoing
persons be reappointed to serve on the Board of Equalization for the ensuing term
beginning May 1, 1971.
Mayor Blackmon called for the City Manager's Reports.
Motion by Bradley, seconded by de Ases and passed, that the City Manager's
Reports, Items "a" through "g" be accepted, and that the requests and recommenda-
tions be granted and approved as follows:

a. That Celia repairs to Corpus Christi Museum be accepted and that final
payment of $1,220.72 be authorized to Astro Construction Company on the $6,018.63
total contract;
b. That Celia repairs to Lindale Community Center be accepted and that full
payment of $17,529,00 be authorized to Jack R. Mendenhall Corporation;,
c. That the date of June 2, 1971, be set for a public heafing on the request
of the Driscoll Junior High School Student Council to change the name of Weil Place
to Rough Ranger Road, which request was accompanied by petitions signed by approxi-
mately 800 individuals, including 19 adjacent owners, and the school being the only
location using Weil Place as an address;
d. That an informal public hearing be held on May 12,1971, on the applica-
tion of Celanese Chemical Company to the Texas Water Quality Board to register a
solid waste disposal site at the Celanese Technical Center on Clarkwood Road, which
company disposes of less than 2 cubic yards of solid waste per day at an on-site
landfill;
e. That an easement be closed across Lots 1A, Block 3, Lexington Subdivision
(formerly between Lots 1 and 2 and Lot 5) subject to the owner accepting the exist-
ing 8" sewer line as is or paying the cost of removing the line;
f. That the Transit System Building be accepted as complete and that final
payment of $2,344.00 be made to Manson Industries which total contract was $8,014;
g. That the following changes in Polling Places and Judges for the May 1,
1971 Elections, be approved as recommended by City Secretary Ray Kring:
Precinct 2 Polling Place Crossley School - 2512 Koepke
Precinct 18 Judge Mrs. Robert M. Leal
Precinct 20 Judge Mike Gonzalez
Precinct 24 Judge Mrs. Dolly Carroll
Precinct 28 Judge Mrs. Vanilla Guy
Precinct 42 Judge Mrs. Alfred Hesse, Jr.
Precinct 42 Alternate Mrs. Pat Fischer
Relative to the foregoing Item "c" which set a date for a public hearing
on the request of Driscoll Junior High School to change the name of Weil Place,
Commissioner de Ases commented that in view of the fact that the applicants were
junior high school students, they deserved to be commended for their efforts and
the manner in which they h48 presented the request.
Mayor Blackmon stated he agreed, and that he hoped the students and the
public would understand the Council's decision in its proper perspective that the
next Council was deemed the proper body to determine the action to be taken.

ORDINANCE NO. 10246
REDECLARING, UNDER ART. 5890e, V.A.C.S., TEXAS AND ARTICLE 1175, V.A.C.S., TEXAS AND
FOR IMPLEMENTATION OF THE CITY -HUD CONTRACT OF AUGUST 12, 1970, UNDER AUTHORITY OF
PUBLIC LAW 70 AND PUBLIC LAW 875, U.S. CONGRESS, AS AMENDED, AND THE DISASTER RELIEF
ACT OF 1969, AS AMENDED, THE STATE OF CIVIL EMERGENCY CONTINUING IN THE CITY OF CORPUS
CHRISTI AS A RESULT OF HURRICANE CELIA AND AUTHORIZING THE ESTABLISHMENT BY THE CITY
OF MOBILE HOME PARK ACCOMMODATIONS FOR DISASTER. HOUSING PURPOSES WITHIN THE CITY AS
HERETOFORE AUTHORIZED BY THE CITY COUNCIL, TO CONTINUE THE SAME; PROVIDING SEVERA-
BILITY; PROVIDING NOTICE AND PUBLICATION; AND DECLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed by
the following vote: Blackmon, Lozano, Bradley, de Ases and Roberts present and
voting "Aye"; McDaniel and Sizemore absent.
ORDINANCE NO. 10247
ABANDONING AN EASEMENT ACROSS LOT LA, BLOCK 3, LEXINGTON SUBDIVISION (FORMERLY
BETWEEN LOTS 1 AND 2, AND LOT 5), SUBJECT TO THE OWNER ACCEPTING THE EXISTING 8".
SEWER LINE AS IS, OR PAYING THE COST OF REMOVING THE SAID LINE; AND DECLARING AN
EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed by
the following vote: Blackmon, Lozano, Bradley, de Ases and Roberts, present and
voting "Aye"; McDaniel and Sizemore absent.
RESOLUTION NO, 10248
THAT THE CITY COUNCIL URGE THE PARKS AND WILDLIFE COMMISSION TO PROCEED IMMEDIATELY
AND TAKE ALL ACTIONS NECESSARY FOR THE CONTINUED CONSTRUCTION OF THE WATER EXCHANGE
PASS ACROSS MUSTANG ISLAND IN ORDER TO PROTECT THE INVESTMENT IN CONSTRUCTION ALREADY
COMPLETED; DECLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing Resolution was passed by
the following vote: B1apkmon, Lozano, Bradley, de Ases and Roberts, present and
voting "Aye"; McDaniel and Sizemore absent.
ORDINANCE NO. 10249
DESIGNATING OTHER JUDGES AND POLLING PLACES FOR THE MAY 1, 1971 CITY ELECTION FOR
MAYOR AND SIX COMMISSIONERS; DECLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed by
the following vote: Blackmon, Lozano, Bradley, de Ases and Roberts, present and
voting "Aye"; McDaniel and Sizemore absent.
ORDINANCE NO. 10250
DESIGNATING OTHER POLLING PLACES FOR THE MAY 1, 1971 PLAZA DEL MAR CULTURAL AND
COMMUNITY FACILITY ELECTION; AND DECLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed by

the felling vote: Blackmon, Lozano, Bradley, de Ases and Roberts, present and
voting "Aye"; McDaniel and Sizemore absent.
There being no further brsiness to come before the Council, the meeting
was adjourned.
I, JACK R. BLACKMON, Mayor of the City of Corpus Christi, Texas, certify that the
foregoing minutes, same being for the period of April 1, 1971, to April 30, 1971,
inclusive, and having been previously approved by Council action, are by me hereby
