14. Motion authorizing the City Manager or his designee, to execute Change Order
No. 4 to the construction contract with Environmental Specialties International of
Baton Rouge, Louisiana, in the amount of $123,842.86 for a restated not to
exceed total contract of $6,962,798.86 for the J. C. Elliott Landfill Final Cover
System (Phases 4-6) and Landfill Gas Collection System.
