CITY OF CORPUS CHRISTI, TEXAS
SPECIAL COUNCIL MEETING
August 20, 1971
4:45 p.m.

City Manager R. Marvin Townsend

Mayor Sizemore announced that the purpose of the meeting was to discuss the
incident involving the fatal shooting of Patrolman John W. Sartain and to determine a
course of action.
City Manager Townsend briefed the Council on the details of the incident and
recommended a reward of $10,000 be authorized to the person or persons providing
information leading to the arrest and conviction of the person or persons responsible for
the death.
City Manager Townsend advised the Council of the safety measures being taken,
hopefully that will prevent or lend some security to police personnel. The measures
mentioned would be the erection of a 15' hurricane fence, the removal of bleachers and
brush in the immediate area.
Mayor Sizemore expressed sympathy to the family on his and on behalf of the City
Council. He also stated that contributions were being received to be administered by the
Police Association for the benefit of the family.
Motion by Stark, seconded by Bonniwell and passed, that the City Manager's
recommendation be adopted.

FINDING THAT THE OFFER OF A REWARD BY THE CITY FOR INFORMATION LEADING
TO THE ARREST AND CONVICTION OF THE PERSON OR PERSONS RESPONSIBLE FOR
THE DEATH OF PATROLMAN JOHN W. SARTAIN WHO WAS SHOT ON OR ABOUT
AUGUST 19, 1971, AND SUBSEQUENTLY PASSED AWAY PROMOTES THE PUBLIC SAFETY
AND WELFARE; OFFERING A REWARD OF $10,000 FOR INFORMATION DIRECTLY
LEADING TO THE ARREST AND FINAL CONVICTION OF THE PERSON OR PERSONS
RESPONSIBLE FOR THE DEATH OF PATROLMAN JOHN W. SARTAIN; EXCLUDING CER-
TAIN PERSONS AND CITY EMPLOYEES FROM ELIGIBILITY FOR THE REWARD; AUTHORIZING
THE MAYOR AND CITY SECRETARY TO EXECUTE THE ATTACHED PROCLAMATION;
AUTHORIZING THE MAYOR TO PLACE SAID PROCLAMATION IN PUBLIC BUILDINGS;
PROVIDING FOR SEVERABILITY; PROVIDING FOR PUBLICATION; AND DECLARING AN
EMERGENCY.

The Charter Rule was suspended and the foregoing ordinance was passed by the
following vote: Sizemore, Bonniwell, Bosquez, Branch, Gonzales, Lozano and Stark,
present and voting "Aye".
There being no further business to come before the Council, the meeting was
adjourned.
