b. Motion authorizing the City Manager or his designee to execute a service
agreement with Crowe Horvath, LLP of Irving, TX, for $78,370, to provide for
an initial assessment, and for other related services ("Phase 1 ") concerning
the Restructuring, Outsourcing and Privatizing of certain portions of the City's
municipal government functions. The term of the agreement will extend
through the date Crowe Horvath presents the initial assessment to City
Council. Funding is to be appropriated in the General Fund in FY 2009-2010.
