SPECIAL COUNCIL MEETING
April 5, 1972
4:15 p.m.

Mayor Pro Tem Charles A. Bonniwell called the meeting to order at 4:15 p.m.
and announced the purpose of the meeting was to hold public hearings on four zon-
ing applications. He asked that it be noted that a quorum of the Council and
required Charter officers were present to conduct a valid meeting.
Motion by Stark, seconded by Lozano and passed, that the absence of
Mayor Sizemore be excused for just cause.
Senior City Planner Larry Wenger presented each of the applications, City
of Corpus Christi, #C272-7, #C272-8, #C272-9, and #C272-12. He pointed out the
locations of the properties on the map, and described the zoning and zoning
classifications in the surrounding areas. He explained that the Staff had ini-
tiated the applications for zoning changes at various locations in the City at
the request of the Council; that public hearings had been held on each application
by the Planning Commission February 22, 1972, and that no one had appeared in
opposition.
Motion by Gonzales, seconded by Lozano and passed that the hearings be
closed and that they be approved as follows:
That Application #C272-7, The City of Corpus Christi, for change of zoning
(1) from "R -1B" One -family Dwelling District and "B-1" Neighborhood Business District
to "B-4" General Business District on a portion of Lot 9, being the north 540 feet
and having a depth of 635 feet west of South Staples Street, Section 3, Flour Bluff
and Encinal Farm and Garden Tracts; also all of Lot J, Mt. Vernon Shopping Center;
and (2) from "R -1B" One -family Dwelling District to "R-2" Two-familt Dwelling
District on a portion of Lot 9, having a depth of 635 feet west of South Staples
Street and fronting 375 feet along South Staples Street, Section 3, Flour Bluff
and Encinal Farm & Garden Tracts, be approved and that an ordinance be brought
forward effectuating the changes.
The Planning Commission approved the foregoing as logical zonings with a
notation that if a requestwere made to extend the "B-1" for the same depth as the
existing "B-1" to the south of the proposed "R-2", the Commission would recommend
such zoning.

That the recommendation of the Planning Commission be concurred in
relative to Application #C272-8, The City of Corpus Christi, for change of
zoning: '1) from "R -1B" One -family Dwelling District and "B-1" Neighborhood
Business District to "B-4" General Business District on all of Lot F, Mt. Vernon
Subdivision, the north 700 feet of Lot 16, Section 3, Flour Bluff & Encinal Farm &
Garden Tracts; the north 340 feet of the Herman Waters Tract, being a portion
of Lot 3, Oso Farm Tracts; and (2) from "R -1B" One -family Dwelling District to
"AB" Professional Office District on the south 230 feet of Lot 16, Section 3,
Flour Bluff & Encinal Farm & Garden Tracts, located north of Gardendale i3, be
approved as recommended as follows: that all the "B-4" General Business District
and the "AB" Professional Office District on the east side of Everhart Road be
approved as requested, and that an ordinance be brought forward effectuating the
change, but that the "AB" proposal on the west side of Everhart (Herman Waters
Tract) be withdrawn and brought forward for "B-4" General Business District at
a separate hearing as a logical extension of the surrounding "B-4" zoning.
That the recommendation of the Planning Commission be concurred in and
that Application #C272-9, The City of Corpus Christi, for change of zoning: (1)
from "B -1A" Tourist -Court District to "B-1" Neighborhood Business District on the
south 260 feet of Lots 5 through 9, Gnegy Addition; all of Lot 1, Block A,
Manor Terrace; the north 250 feet of Our Lady of Perpetual Help Tract; and (2)
from a Special Permit and "R -1B" One -family Dwelling District to "B-4" General
Business District on all of Lot B, Sammons Addition; the south 350 feet of Lot E,
Wilkey Addition, Unit #2 (Wilcox Furniture Co.), be approved as requested, and that
an ordinance be brought forward effectuating the change,
That the recommendation of the Planning Commission be concurred in and
that Application #C272-12, The City of Corpus Christi, for change of zoning: (1)
from "A-2" Apartment House District to "B-5" Primary Business District on all of
Block 29, Lots 1 through 6, Block 1; and Lots 1 through 11, Block 2: Pope's Broad-
way; and (2) from "1-3" Heavy Industrial District to "B-5" Primary Business District
on all of Lots 10 through 15, Block 1; Lots 12 through 22, Block 2; Pope's Broad-
way; all of Block 6; Lots 1, 2, 3, 4 & 5, Block 1, South Bluff Addition; all of
the Railroad Right-of-way eastward from North Tancahua Street; and a westerly

portion of the Hoffman Tract, be approved as submitted, and that an ordinance
be brought forward effectuating the change.
There being no further business to come before the. Council, the meeting
was adjourned at 4:45 p.m. April 5, 1972.
