SPECIAL COUNCIL MEETING
December 20, 1972

Mayor ProTem Bonniwell called the meeting to order in the Council Chamber of the City
Hall and stated the purpose of the Special Meeting was to hold scheduled public
hearings on eight zoning applications and any other business as may properly come
before the Council.
City Manager Marvin Townsend presented Application #1072-13, Manuel S. Vela,
for change of zoning from "R -1B" One -family Dwelling District to "B-1" Neighborhood
Business District on Lots 12 and 13, Block 11, Molina Subdivision No. 2, located on
the southeast corner of Barrera and Villareal. The request was heard by the Planning
Commission October 31, 1972, and forwarded to the Council with the recommendation
that it be approved as a logical use for this property. The Staff's recommendation
was that it be denied in view of the large amount of unused commercially zoned prop-
erty in this immediate area.
No one appeared in opposition to the recommendation of the Planning Commission.
Motion by Lozano, seconded by Stark and passed, that the hearing be closed.
Motion by Stark, seconded by Gonzales and passed, that the recommendation
of the Planning Commission be concurred in and that Application #1072-13, Manuel 5.
Vela, for change of zoning from "R -1B" One -family Dwelling District to "B-1" Neigh-
borhood Business District on Lots 12 and 13, Block 11, Molina Subdivision No. 2, be
approved, and that an ordinance be brought forward effectuating the change.
City Manager Townsend presented Application #1072-14, Ray Lay, Jr., for
change of zoning from "R -1B" One -family Dwelling District to "R-2" Two-
family Dwelling District on Lots 9 and 34, Block 11, Flour Bluff Park, located
between Flour Bluff Drive and McDonald Street south of Matlock Street. The request
was heard by the Planning Commission October 31, 1972, and forwarded to the Council
with the recommendation that it be approved as a logical extension of the "R-2"
zoning along this street, and the Staff concurred in this recommendation.

for change of zoning from "B-1" Neighborhood Business District to "B-4" General
Business District on Lots 22A and 225, Block 22, Windsor Park #4, located at 4402
South Staples, at the southeast corner of Landsdown and South Staples;
(2) Application #1072-16, J. C. Sirkel, C. E. Frenzel & City Planning
Commission, for change of zoning from "B-1" Neighborhood Business District to "B-4"
General Business District, on Lots 10A, 105, 10C & 10D, Block 21, Windsor Park #4,
located in the 4300 Block of South Staples, on the northeast corner of Landsdown
and South Staples Street; and
(3) Application #C1072-16, Planning Commission, for change of zoning from
"B-1" Neighborhood Business District to "B-4" General Business District on Lot 10A,
Block 23, Windsor park Unit 4, located in the 4300 Block of South Staples, on the
northeast corner of the intersection of Landsdown and South Staples.
Mr. Townsend explained that it was the recommendation of the Planning Commis-
sion that all three of the foregoing applications for "5-4" General Business District,
be approved on the basis that there has been a substantial change in this area and
the change would be logical extensions of the higher density zoning,
No one appeared in opposition to the recommendation of the Planning Commis-
sion on the foregoing applications.
Motion by Branch, seconded by Gonzales and passed, that the hearings be
closed.

Motion by Lozano, seconded by Gonzales and passed, that the recommendation
of the Planning Commission be concurred in and that Applications #1072-15, C. E.
Walton, Jr. & City Planning Commission, for change of zoning from "8-1" to "B-4"
on Lots 22A and 228, Block 22, Windsor Park #4; Application #1072-16, J. C. Sirkel,
C. E, Frenzel & City Planning Commission, for change of zoning from "8-1" Neighbor-
hood Business District to "B-4" General Business District, on Lots 10A, 10B, 10C &
10D, Block 21, Windsor Park No. 4; and Application #C1072-16, Planning Commission,
for change of zoning from "B-1" Neighborhood Business District to "B-4" General
Business District on Lot 1OA, Block 23, -Windsor Park Unit 4, located in the 4300
Block of South Staples, be approved as submitted, and that ordinances be brought
forward effectuating the changes.
City Manager Townsend presented Application #1072-19, T. M. Bell, for
change of zoning from "R-2" Two-family Dwelling District to "AB" Professional Office
District, on Lots 57 & 58, Block 814, Port Aransas Cliffs, located in the 3400 Block
of South Alameda Street. The request was heard by the Planning Commission October
31, 1972, and forwarded to the Council with the recommendation that it be approved
as a logical extension of professional office uses along this street, and the Staff
concurred in this recommendation.
No one appeared in opposition to the recommendation of the Planning Commis -

Motion by Branch, seconded by Gonzales and passed, that Application. #1072-19,
T. M. Bell, for change of zoning from "R-2" Two-family Dwelling District to "AB"
Professional Office District, on Lots 57 & 58, Block 814, Port Aransas Cliffs, be
approved, and that an ordinance be brought forward effectuating the change.

of zoning from "A-2" Apartment House District to "B-4" General Business District on
Lot 2R, Block A, Lexington Park Unit No. 2, located on the southeast corner of South
Padre Island and Nile Drives. The request was heard by the Planning Commission
October 31, 1972, and forwarded to the Council with the recommendation that it be
approved as a logical use of the property, and the Staff concurred in this recommen-
dation.
No one appeared in opposition to the recommendation of the Planning Commission.

for change of zoning from "A-2" Apartment House District to "B-4" General Business
District on Lot 2R, Block A, Lexington Park Unit No. 2, be approved, and that an
ordinance be brought forward effectuating the change,
City Manager Townsend presented Application #1072-18, Ben D. Marks, Agent,
for change of zoning from "R -1B" One -family Dwelling District with a Special Use
Permit, to "A-1" Apartment House District on Tract 1, Lots 1 thru 4, Block 1, Marks
Tract and a portion of Lot 3, Oso Farm Tracts being an area of approximately 31.9
acres; and "B-4" General Business District on Tract 2 - 20.3 -acre portion of Lots 3 &
4, Oso Farm Tracts, located south of South Padre Island Drive & extending 1533 feet
east of Flynn parkway, having a depth of 1454 feet. The request was heard by the
Planning Commission October 31, 1972, and forwarded to the Council with the recom-
mendation that the "B-4" be approved as requested and that the "A-1" be denied but
in lieu thereof "R-2" Two-family Dwelling District be approved for Tract 2. The
Staff concurred in this recommendation.
No one appeared in opposition to the recommendation of the Planning Com-
mission,

Block 1, Marks Tract and a portion of Lot 3, Oso Farm Tracts being an area of
approximately 31.9 acres, be denied but in lieu "R-2" Tyro -family Dwelling District
be approved; that the request for "B-4" General Business District on Tract 2,
being 20.3 -acre portion of Lots 3 & 4, Oso Farm Tracts, located south of South
Padre Island Drive & extending 1533 feet east of Flynn Parkway, having.a depth of
1454 feet, be approved as requested, and that an ordinance be brought forward
effectuating the change.
