SPECIAL COUNCIL MEETING
March 7, 1973

Mayor Pro Tem Bonniwell called the meeting to order in the Council
Chamber of the City Hall and stated the purpose of the special meeting was to
hold scheduled public hearings on zoning applications and any other business as
may properly come before the Council.
Mayor Pro Tem Bonniwell presented Application #872-9, Gulf Coast Trust
Company, for change of zoning from "B-1" Neighborhood Business District to "I-2"
Light Industrial District on all of Lots 1 & 2, Block 3, McNorton Subdivision.#2,
located on the southeast corner of Rand Morgan and McNorton Roads. The request
was heard by the Planning Commission August 22, 1972 and forwarded to the Council
with the recommendation that it be denied but in lieu thereof a Special Permit
be granted for the operation of a trucking garage. The Staff recommended denial
on the basis of spot zoning because of development problems in this area and
McNorton Subdivision, and the change would not be beneficial to the residential
uses.
Mr. W.L.D. Winship, President of the Gulf Coast Trust Company, stated this
property was leased by A. G. & K. M. Killam with the option to purchase; that
they were in the process of rebuilding following Celia when City Inspectors
stopped them. He stated the proposed trucking business on this property is more
desirable than the tavern which has been located there for more than 15 years.
He stated the Special Permit recommended by the Commission is satisfactory to the
applicant.
No one appeared in opposition to the recommendation of the Planning
Commission.
Motion by Stark, seconded by Gonzales and passed, that the hearing be
closed.
Motion by Stark, seconded by Gonzales and passed, that the recommenda-
tion of the Planning Commission be concurred in and that Application #872-9,
Gulf Coast Trust Company, for change of zoning from "B-1" Neighborhood Business

District to "I-2" Light Industrial District on all of Lots 1 & 2, Block 3,
McNorton Subdivision #2, be denied, but in lieu thereof a Special Permit be
granted for the operation of a trucking garage according to an approved site plan
showing the construction of a standard screening fence, and that an ordinance
be brought forward effectuating the change.
Mayor Pro Tem Bonniwell announced that Application #173-13, Harry Weisman,
Bert W. Roscoe & Waldine Roscoe, scheduled for public hearing at this time, had
been withdrawn on request of the applicants' attorney by letter dated March 6, 1973.
Mayor Pro Tem Bonniwell presented Application #273-1, Randal Stivers,
Trustee, for change of zoning from "R -1B" One -family Dwelling District to "AB"
Professional Office District on Lots 5, 6, 7 & 8, Block K, and Lots 5 & 8, Block L,
Lexington Place Subdivision, located on the south side of the 3000 Block of McArdle
Road. The request was heard by the Planning Commission February 6, 1973 and for-
warded to the Council with the recommendation that it be approved, The Staff
concurred in this recommendation on the basis that it would provide a transitional
zone between the "B-4" zoning along South Padre Island Drive and the residential
properties to the north along McArdle Road.
Reverend Norman Roe, Pastor of the Wesley United Methodist Church, located
immediately adjacent to the subject property, appeared and stated he had not
received a notice of the Planning Commission hearing.
Senior Planner Larry Wenger checked the notification list and stated that
apparently there had been some confusion relative to the church property.
City Attorney Riggs advised that if the Church did not receive proper
notice, this case should be referred back to the Planning Commission for a
rehearing.
Mayor Pro Tem Bonniwell stated that Application #273-1, Randal Stivers,
Trustee, will be withdrawn and readvertised for rehearing before the Planning
Commission.
Mayor Pro Tem Bonniwell presented Application #273-3, Wooldridge & Co.,
for change of zoning from "F -R" Farm Rural District to "B-4" General Business
District on Tract 1 (8 acres); to "A-1" Apartment House District on Tract 2 (20 acres),
both tracts being out of the northeast 1/2 of Lots 17, 18 & 19, Section 12, Flour

Bluff & Encinal Farm & Garden Tracts, located south of Wooldridge Road and east
of South Staples Street. The request was heard by the Planning Commission
February 6, 1973 and forwarded to the Council with the recommendation that it be
approved as a logical extension of "A-1" and "B-4" zoning in the area. The Staff
concurred in this recommendation.
No one appeared in opposition to the recommendation of the Planning Com-
mission.
Motion by Stark, seconded by Bosquez and passed, that the hearing be
closed.
Motion by Bosquez, seconded by Stark and passed, that the recommendation of
the Planning Commission be concurred in and that Application #273-3, Wooldridge &
Company, for change of zoning from "F -R" Farm Rural District to "8-4" General
Business District on Tract 1 (8 acres); to "A-1" Apartment House District on
Tract 2 (20 acres), both tracts being out of the northeast 1/2 of Lots 17, 18 &
19, Section 12, Flour Bluff & Encinal Farm & Garden Tracts, be approved and that
an ordinance be brought forward effectuating the change.
ORDINANCE NO. 11346
AMENDING THE ZONING ORDINANCE OF THE CITY OF CORPUS CHRISTI ADOPTED ON THE 27TH
DAY OF AUGUST, 1937, APPEARING OF RECORD IN VOLUME 9, PAGES 565, ET SEQ, OF THE
ORDINANCE AND RESOLUTION RECORDS, AS AMENDED FROM TIME TO TIME AND PARTICULARLY
AS AMENDED BY ORDINANCE NO. 6106, AS AMENDED, UPON APPLICATION OF WOOLDRIDGE &
COMPANY, BY AMENDING THE ZONING MAP BY CHANGING THE ZONING,TRACT I FROM "F -R" FARM -
RURAL DISTRICT TO "B-4" GENERAL BUSINESS DISTRICT; AND CHANGING THE ZONING ON
TRACT 2 FROM "F -R" FARM -RURAL DISTRICT TO "A-1" APARTMENT HOUSE DISTRICT, BOTH
TRACTS BEING OUT OF LOTS 17, 18 AND 19, SECTION 12, FLOUR BLUFF & ENCINAL FARM &
GARDEN TRACTS, IN THE CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS; KEEPING IN
EFFECT ALL OTHER PROVISIONS OF THE EXISTING ORDINANCE AS AMENDED; REPEALING AIL
ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN EMERGENCY.
The Charter Rule was suspended and the foregoing ordinance was passed by
the following vote: Bonniwell, Bosquez, Gonzales, Lozano and Stark, present
and voting "Aye"; Sizemore and Branch absent.
There being no further business to come before the Council, the meeting
was adjourned at 4:25 p.m. March 7, 1973.
