AND DECLARING'AN EMERGENCY. 11RERRAB, at a special meeting of the City Council of the City of Corpus Christi, held at 10.00 o'clock A.M. on the 31st day of July, 1944. and prior to the first regular meeting of the City - Council in Auguste 1944, the City Council did, by ordinance, authorise, accept, approve, and adopt the budget of the City of Corpus Christi for the fiscal year commencing August 1, 1944, and ending July 31, 19451 and WHEREAS, in accordance with Section 10 of Article VII of the City Charter of the City of Corpus Christi, Tema, it is necessary that at the first regular meeting in August of every year the City Council appropriate such sums of money for each of the departments of the City as may have been provided in the budgets and WHEREAS* the first regular meeting of the City Council, to be held in the month of August 1944, has been called at 5SOO o9clock P.M. on the let day of August, 19441 NDW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS , SECTION I* That on this, the let day of August, 1944, at thin, the first regular meeting of the City Council of Corpus Christi, Texas, in the month of August 1944, certain sums of money be, and are hereby appropriated to cover the sums an provided for each of the several departments of said City* as said sum do appear in the said budget already approved by ordinance by the said.City Council of the City of Corpus Christi, and of record in the archives of said City* City of Corpus Christi, TeW August 1, a 1944 TO THE CBS OF THE CITY CODBCIL OF THE CITY OF CORPUS CHRISTI Corpus Christi, Texas. Gentlemsns For the reaeous set forth in the emergency clause of the foregoing ordinance, a public emergency and an impera- tive necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three several meetings of the City Council; I, therefore, hereby request that you suspend said charter rule or requirement and pass this ordinance fin- ally on the date it is introduoed, or at the present meeting of the City Council. The fact that the budget was delayed in its adoption and the appropriations for said budget must be made on the first regular meeting of the City Council in the month of August, creates a public emergency and an imperative public nec- essity requiring the suspension of the Charter rule providing that no ordinance or resolution shall be passed finally an the date it is introduced, and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Ikyor having declared that such public emergency and imperative necessity exist, and having requested that said Charter rule be suspended and that this ordinance take effect and be in full force and effect from and after its passage.
