AN ORDINANCE
AUTHORIZING AND DIRECTING THE MAYOR AND
CITY CONTROLLER OF THE CITY OF CORPUS
CHRISTI,. TEXAS. TO EXECUTE. FOR AND ON
HEW OF SAID CITY, A CONTRACT BY AND
BETWEEN THE CITY OF CORPUS CHRISTI AND
R. H. GOODWIN AND J. G. STITT, .OWNERS
OF WEST BND.PHARMACY, FOR THE PURPOSE OF
SETTING UP A WATER AND GAS PAY STATION;
AND DECLARING AN EMERGESCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXASt
SECTION 1. That the Mayor and the City Controller of
the City of Carpus Christi, Texas, be, and they are hereby, author-
ised and direoted -to execute, for and on behalf of said City, a
oantract by and between the City of Corpus Christi, and R. H.
Goodwin and J. G. Stitt, owners of Want End Pharmaoy, for the
purpose of setting up a Water and Gas Pay Station; a copy of vhioh
eontraot is attached hereto and made a part hereof and reads as
follows, to -wit:

3. no equipment necessary far the performance by Agency
of his duties hereaader, as set oat in the rules and iastructiomm
mentioned above, will be famished by City and the same will at all
times remain the property of City, to be returned to it by Agent upem
the termination of this agreement in ae good coaditiOn as when raasiied,
ordinary rear and tear exempted.

5. Agent agrees to furnish to City. upon Ococatica of
this agreement, a aaraty bond in the amount of One Thousand Dollars (I1,000)
to guarantee the proper handling of funds collected for City by said
Agent, said bond to be approved by the City Lttormy.
6.L This agrsamsat may he terminated inesdiately by City
upon a breach by Agent of say of the terms and conditions hereof. or
failure of Agent to comply fully with the rules and imstrusticros

be paid at Agent's store, and will furnish to Agent all the equip-

bill and Cashier's Stub. Agents most be sure to retain the
Cashier's portion of every bill, and also mace sure that the
date is changed on the "BLID" stomp each morning.

Punch Will be delivered to City's -main office, share it will be
checked and reconciled by the Cashier. Ageat's report will than
be rosaipted and retied to him by the representative an his
seat pick-up.

Problems may arise that axe not covered speoifioally by these
instructions. In the event this occurs, or should Agents have wu doubts
or questions about the payment or handling of aW particular bill, they
suet call the City Aster & 6as Department, located in the City Ball
Building. and speoifio instructions will be given to corer any individual
case.
SECTICg Ps The fact that this pay station is
necessary for the,effeciency and success of the Water and
Gag Department of the City of Corpus Christi creates a
public emergency and a public imperative necessity requiring
the suspension of the Charter rule that no Ordinance or Reso-
lution shall be passed finally on the d ate it is introduced,
and that such Ordinance or Resolution shall be read at three
several meetings of the City Councils and the Mayor, in witing,
having declared that such public emergency and imperative neo-
easity exist, and having requested that such Charter rule be
suspended, and that this Ordinance be passed finally on the
date of its introduction and talm effect and be in full force
and effect from and after its passage, IT IS, ACCORDINGLY, SO
ORDAINED.

Gentlemen.
For the reasons set forth in the emergency clause
of the foregoing ordinance, a public emergency and an imperative
necessity exist for the suspension of the Charter rule or require-
ment that no ordinance or resolution shall be passed finally on the
date it is introduced, and that such ordinance or resolution shall
hereby request that you suspend said Charter rule or requirement
and pass this ordinance finally on the date it is introduced, or
at the present meeting of the City Council.
