That the Mayor and City Controller of th6*01ity of Corpus Christi, Texas, be, and they are hereby, 4 authorized and directed to execute, for and on behalf of said City, a contract by and between said City of Corpus Christi, Texas, and Clyde Fairbairn, for the construction of an alectri- cal traffic signaling system, -a copy of which contract is attached hereto and made a part hereof and reads as follows, to_wit. Sealed proposals addressed to the City of Corpus Christi, Texas, for the con- struction of an electrical traffic d1'gnaling system will be received at the Office of the City Sadretary until 10:00 A. M. 1944. and t1:en publicly opened and read. Proposals shall be in a sealed envelope and marked "Bid of (name) for the construction of an electrical traffic signaling system". Plans and specifications may be examined at the City Engineer's office and proposals may be procured at his office upon the deposit of ten dollars ($10.00), whioh amount will be refunded upon the receipt of a bona fide bid. Bids must be accompanied by a chshier's oheok, payable without recourse. to the Mayor of the City of Corpus Christi. Texas, or an sooeptable bidder's bond in the amount of five hundred dollars ($500.00) as a guarantee that, if awarded the contract, the bidder wi119 within ton days after the award of the contract by the City Council of the City of Corpus Christi, Texas, enter into a contract with the City and make a performance bond in the sum of three thousand dollars (- $3,000.00). 2. The City will determine the lowest and best responsible bid on the following factorss (a) Does the bidder maintain a permanent place of business in the City Of Corpus Christi? (b) Has the bidder adequate equipment. tools, suitable financial status and appropriate technical experience to do the work promptly and expeditiously? (o) First cost of the work. (d) Length of time to complete the work. { 3. The work comprises the construction of an electrical traffic signaling system as outlined in the detailed specifioations and drawing. It is the City's in- tention to'furnish all of the material for the electrical work to be delivered to the contractor at the City's warehouse and the contractor will be held re- sponsible for this material upon receipt of same. Material, such as palest ready -mixed concrete and material for replacing street cuts will be delivered by the City on the job -site. The City reserves the right to increase or de- crease the amount of work to be performed or to extend or shorten the Improve- ments at any time found necessary and no allowance will be made for anticipated profits. The City also reserves the right to do such work as may be to its best interest to serve the traffic. 4. All work shall be done under the supervision and inspection of the City Engineer or his representative and shall meet with his approval. s. The safety of the public and the convenience of the traffic shall be regarded as of prime importance and provisions therefor, made necessary by the work. shall be the direct responsibility of the oontraotor. Public Liability insurance must be carried by the contractor and this will be considered as a cost of the work. The contractor shall oomoly with all. City ordinances and State laws relating to this type of work. Workman's compensation insurance must be carried by the oon- tractor. 6. prior to the beginning of the work, the contractor shall submit a working plan, briefly outlining his plan of doing the work. This plan shall be so that it will cause a minimum of delay to the operation of the traffic signal system. All workmen employed by the contractor shall have such skill and experience as will enable them to properly perform the duties assigned them. The contractor shall pay labor at the current prevailing rate as now in effect in the City of Corpus Christi. The City reserves the right to make connections where it is to Its interest to do so. T. The City will, at least once each month, make an approximate estimate in writing of the amount due the contractor. From this amount tea percent (10 %) will be retained until the final completion of the work and acceptance by the City, at whioh time final and complete payment will be made on approved esti- mates from the City Engineer. 8. The cost of the work and the cost upon which the contractor's percentage of payment will be based is as follows: Labor oost: Amount paid workmen, plus worimen's Compensation insurance, public liability, old age benefit, social security, unemployment insurance, taxes and oontraotor's bond* Equipment and tool cost: Amount paid to be the prevailing rental rates for each particular pisoe or group of equipment and tools. CITY OF CORPUS CHRISTI, TEXAS SPECIFICATIONS COVERING INSTALLATIONS OF TRAFFIC SIGNALING EQUIPMENT ##### k4## kdkkk #kk # #kkkkkAA>le- Sk # *A #kA ## GENERALS It is the intent of these specifications to describe the installation of electrical traffic signaling material within the corporate limits of the City of Corpus Christi. WORK TO BE DONEs The work to be performed under this contract oonsists of furnishing all labor and performing all work required to remove existing signaling equipment, re- install new material and to install additional traffic signal material as herein- after described in the plans and specifications# as well as all items incidental to the proper execution and completion of the work• ready for uses as indicated on the drawings, specified herein, or ordered in writing by the City Engineer. It is assumed that the contractor will inspect the various sites of the work to be done and thoroughly familiarize himself with both the type of equipment involved and the nature of the work necessary to complete each installation.. SUPERVISION OF WORKS All work shall be done under the inspection of an shall meet with the ap- proval of the City Engineer and/or his authorized representative. All work shall be in strict a000rdanoe with the National Electric Code, and the rules and regulations of the International Municipal Signal Association and Institute of Traffio Engineers, governing the installation of traffic signal equipment. FURNISHING OF MATERIALS The City will reserve the right to furnish all electrical material to the contractor. The contractor shall salvage and reuse all material that can be used in instances where old equipment is removed and new equipment is installed. It Shall be incumbent upon the contractor to arrange with the City Engineer to pick Lip such new materials as are required Prom the City's warehouse and to return such materials, both new and used, to the warehouse. CONCRETE AND STREET WORK: The contractor shall furnish the necessary labor and materials to properly install concrete bases required for ornamental traffic signal pedestals as herein- after described and shown as detail *C* on plans. The proper proportions of cement, sand and gravel for these foundations are to be determined by the City Engineer. The contractor shall furnish all necessary labor and plant equipment to out, fill and finish the streets as are required for the installation of conduit and cable for Liao with pedestrian signals hereinafter specified and described. The width of the trench and depth of same, as well as specifications governing fill, topping and finish, shall be determined by the City Engineer. POLE LINE CONSTRUCTION: All line wire to be installed under these specifications shall be in strict accordance with Articles #730 and 800 of the National Electric Code. COMPLETION OF WOR%s The contractor shall begin work within ten (bo) calendar days after notice of award of contract and shall complete the project within sixty (50) days after date of award. MAINTENANCE OF SIGNAL SERVICES During the oourse of conEtruotion the contractor shall maintain normal signal operations at all locations and shall not cause or allow any disruptions of service at any point unless permission has been granted by the City Engineer. If interruptions in service shall become necessary, the contractor shall notify the City Engineer in advance, in order that proper precautions can be taken. Page 2 PROVISION OF BARRICADE'S AND SAFETY MEASURES: The contractor shall provide and have placed proper barricades and warn- ing signs wherever and whenever it becomes necessary and essential to the protection of life and property during the cutting, filling and topping of all streets, in- stallation Of underground Sables, overhead line wires and erection of poles, stan- dards, ;signals and any other material in connection with the project. LOCATIONS AND DESCRIPTION OF WORK; 1. Rer�)vm the existing traffic signals at the intersections of Leopard and Artesian; Leopard and Waco; and Leopard and Staples streets. Install new span wire center suspanded signala as shorn in Detail '?AN on plans. It will be necessary for the contractor to install one pole on the northwest corner of Leopard and Staples streets and one pole on the northwest corner of Leopard and Artesian streets, those being necessary to oomplete each installation. & Remove the existing signal controllers at the intersections of Port and Agnes; Robstorn Road and River Road; Leopard and Waco; Caranoshua and Kinney; Ayers and,l3th; Morgan and 18th; and Staples and Craig streets. Re- install new controllers at these locations as shown on Detail *A -1* on plans. 3. Install pedestrian WALK and WAIT signals at following intersections: 3a. Leopard and Tancahua streets. Set two (2) new ornamental standards and use two (2) existing wood poles. See Detail *C* for mounting on standards, and Detail *D* for mounting on wood poles. Use TRP222D signals on atan- dards and T5V112D signals on wood poles, with KL2428 brackets. 3b. Leopard and Caranoahus streets. Set three (3) new orna- mental standards and use one (1) existing wood pole. See Detail *C* for standards and Detail *D* for wood pole installation. Use TRP222D signals on standards and TSV112D signals on wood poles. 30. North Mesquite and Peoples streets. set two (4) TRU222D Page 2A signals on top of existing 4 -way signal, (see Detail *B*), removing pinnacle and wiring new pedestrial signal into existing signal in accordance with detail *F *. Install four (4) TSV112D signals on existing wood poles, two (2) signals on each pole In accordance with detail *DO on plans. Install conduit and cable in street and make proper connections in socordanoe with detail •%O. 3d. North Mesquite and Starr streets. Set two (2) TRU222D signals on top of existing signals, see detail *B *. Install new ornamental standard and set new TRP222D signal in accordance with detail *C *. Install two (2) TSV112D signals on existing wood pole in accordance with detail *0 *. 3e. Chaparral and Lawrence streets. This installation is identical to the installation at Mesquite and Starr streets. 3f. Chaparral and Schatzel streets. This installation is Identical to that at Mesquite and Starr and at Chaparral and Lawrence streets. 3g. Chaparral and Starr streets. This installation is identi- cal to that at Mesquite and Starr streets. 3h. Chaparral and Peoples streets. Install two (2) ornamental standards with two (2) TRP222D pedestrian signals, see detail *C*. Install two (2) TRU222D signals on top of existing 4 -way signals, see detail *B *. 4. Re -wire all existing post- mounted signals in business district on Mesquite and Chaparral streets; install new ALUC reflectors and new wiring forms where necessary; all material to be furnished by the City. 5. Install center suspended span -wire mounted flashing beacon and sirens at intersections of Mesquite and Broadway, and Leopard and Coke streets. Provide power connections (110v -60 oy AC) for relays and make oonaeotions, using 2- conductor ;A2 from relay to beacon. For making installations of beaoon -siren at Leopard and Coke streets; install type ME -1 time -limit switch and relgr in fire station, at that Page 3 loeation. For installation of beaoon -siren at Mesquite and Broadwayo provide power connections from local light company service only. 6. Install new and additional relay cascade on first floor of City Hall, alongside existing controls; rearrange wiring and make connections in accordance with detail *G'*. 7. Install approximately 48 *0000 #8 TBi:P mhd copper wire on approximately 360 insulated clevis with thru -bolts and insulators. This line wire to be strung on pole routes as outlined on a map of the city attached and shown as detail "R *9 and is to be divided into four (4) separate single line circuits. Each circuit is to terminate at a junction pole at the Fire Headquarters building, the exact looa- tion to be determined by the City Engineer. and to be in continuous circuits, with no breaks or transpositions from beginning to the end. The locations of the con - taots on the poles, and the types of poles to be used are to be determined by the City Engineer and/or his authorized representative. SECTION 2. The public importance of this Ordinance creates a public emergency and public imperative necessity requiring the suspension of the Charter rule or requirement that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such Ordinance or Resolution shall be read at three several meetings of the .City Council, and the Mayor having declared that such public emergency and imperative necessity exist, and having requested that such Charter rule be suspended, and that this Ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS, ACCORDINGLY, SO ORDAINED.
