IIRING City Secretary, with the following absent: None, constituting a quorum, at - - which time the following, among other business, was transacteds eA4,1 presented for the consideration of the Council an Ordinance. / f ' Ahe �iiayor presented to the Council a commmication in writing pertaining to said proposed ordinance, as follows: "CORPUS CHRISTI, TEXAS November 10, 1944 To the City Council Corpus Christi, Tema Gentlemen: Due to the fact that there are funds on hand which are the proceeds of certain bond issue known as Civilian Defense Emergency Boras, Series 1942, and that the City of Corpus Christi has inadequate facilities for hospitalization and inadequate pro- visions for caring for the equipment of the local organisation of the Texas Defense Guard and the fact that the enterprise contemplated will meet the present lack of facilities and that it is essential to the protection and safety of the inhabitants J .i of the City of Corpus Christi that such facilities be provided, the proposed ordinance calling said election meets a public emergency, and I request that it be passed finally on the date introduced. McCaughan, Mayor" made a motion that the Charter provisions prohibiting ordinances from being finally passed on the date introduced be suspended for the reasons stated in the written request of the Mayor and stated in the emergency clause of the ordinance. BY TEE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, CALLING AN ELECTION ON THE QUESTION OF THE EXPEND- ITURE FOR AND CONSTRUCTION OF AN EMERGENCY DISASTER CENTER AS A PUBLIC ENTERPRISE OUT OF THE PROCEEDS OF THE CIVILIAN DEFENSE EMERGENCY BONDS, SERIES 1942: DESIGNATING POLLING PLACES FOR THE HOLDING OF SUCH ELECTIONS APPOINTING ELECTION JUDGES AND OFFICERS; PROVIDING FOR THE ISSUANCE.AND SERVICE OF NOTICES PROVIDING FOR THE FORM OF BALLOTS AND DECLARING -Ali EMERGENCY. BB IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEgASi SECTION 1. An election is hereby ordered to be held on. the 2nd dey of December, 1944, in the City of Corpus Christi. Texas, at which election there shall be submitted to the quali- fied property tax - payers of the City of Corpus Christi the fol- lowing propositions: "Shall the City Council of the City of Corpus Christi, expand for and construct an Emergency Dis- aster Center as a public enterprise out of the pro- ceeds derived from Civilian Defense Emergency Bonds, Series 19424" SECTION 2. Said election shall be held in the City of Corpus Christi, Tema, and for the purpose of this election the City of Corpus Christi is hereby divided into six (5) Polling Dis- tricts within which districts the duly qualified property tax- payers residing therein shall vote on the proposition herein ordered to be submittedS and said Polling Districts shall be defined, meted and described as follower a) Polling District No. 1, shall be composed of City ward. That said eleotion shall be held in accordance with the provisions of the Revised Civil Statutes of Texas of 1925, as emended, and the City Charter of the City of Corpus Christi, Texas, and only legally qualified property tax - payers in the City of Corpus Christi shall be qualified to vote, The polls shall be open from 8300 A, M, to -3- 7:00 P,M. All voters who support the proposition shall have printed on their ballots the words: "FOR THE MUM 17M FOR AND CONSTRUCTION OF AN EMERGENCY DISASTER CENTER" and those opposing the proposition shall have printed on their ballots . the words: "AGAINST THE MMMITURE FOR AND CONSTRUCTION OF AN EMERGENCY DISASTER CENTER" SECTION 5• A. substantial copy of this ordinance signed by the Mayor of the City of Corpus Christi shall constitute the notice of ordering said election and the Mayor is directed to cause a copy of this ordinance signed by him to be posted at the City Hall and in each of the polling places in each of the Polling Districts not ]ass than fifteen (15) days prior to said election, and to have a substantial copy of this ordinance signed by him published in the Corpus Christi Caller, the official newspaper of the City of Corpus Christi. being a newspaper of general circulation published within the City of Corpus Christis said publication to be made on the same day in each of two successive weeks prior to the date of election and the date of first publication to be not less than fourteen (14) days prior to the day of said elections SECTION 6. The fact that there are funds on hand which are the proceeds of the certain bond issue known as Civilian Defense Emergency Bonds, Series 19Lx, and that the City of Corpus Christi has inadequate facilities for hospitalization and inadequate provisions for oaring for the equipment of the local organization of the Texas Defense Guard and the fact that the enterprise contemplated will meet the present lack of facilities and that it is essential to the protection and safety of the inhabitants of the City of Corpus Christi that such facilities be provided, creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule providing that no Ordinance (1) or Resolution shall be passed finally on the date it is introduced and that such Ordinance or Resolution shall be read at three, sev- oral meetings of the City Council, and the Mayor having declared that such public emergency and imperative necessity exist, and having re- quested that said Charter rule be suspended, and that this Ordinance take effect and be in full force and effect from and after its passage, IT IS, ACCORDINGLY, SO ORDAINED. For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and an imperative necessity exist for the suspension of the Charter rule or require- ment that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three several meetings of the City Council, I, there- fore, hereby request that you suspend said Charter rule or require- ment and pass this ordinanoe finally on the date it is introduced, or at the present meeting of the City Council.
