AN ORDINANCE
CANVASSING RETURNS AND DECLARING THE RESULTS
OF AN ELECTION ON TEE gUESTION OF THE WENDI-
TUBE FOR AND CONSTRUCTION OF AN EMERGENCY DIS-
ASTER CENTER AS A PUBLIC ENTERPRISE OUT OF THE
PROCEEDS OF THE CIVILIAN DEFENSE EMERGENCY BADS,
SERIES 19421 AND DECLARING AN EMERGENCY.
WHEREAS, heretofore on the 10th day of November, 1944,
the City Council of the City of Corous Christi passed an Ordinance
calling an election to be held in said City of Corpus Christi on
the 2nd day of December, 1944, on the following proposition.
"Shall the City Council of the City of
Corpus Christi expend for and construct an
Emergency Disaster Center as a public enterprise
out of the proceeds derived from Civilian Defense
Emergency Bonds, Series 19142? "; and
WHEREAS, notice of said election was actually given as
required by law and as directed in the Ordinance calling the election,
as is shown by affidavits properly filed in the office of the City
Secretary; and
WHEREAS, said election was duly and legally held on the
2nd day of December, 1944, In conformity with the election Ordinance
heretofore passed by this Council, and the result of said election
has been certified and returned to this Council by the proper judges
and clerks thereof; and
WHEREAS, this Council has today considered the returns
of said election on the proposition hereinabove stated, which was
held on the 2nd day of December, 1944; and
WHEREAS, it appears to the Council, and the Council so
finds, that said election was in all respects lawfully held, and
said returns duly and legally made, and that there were met at
said election the following votes,

IT IS, THEREFORE, ORDAINED BY THE CITY @IINCIL OF
THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the proposition on the question of the
expenditure for and construction of an Emergency Disaster Center as
a publio enterprise out of the proceeds of the Civilian Defense Emer-
gency Bonds, Series 1942, was sustained by a majority of the resident
qualified electors who awn taxable property in said City and -who have
duly rendered the same for taxation voting at said election, and the
City Council of the City of Corpus Christi, Texas, hereby is authorized
to expend for and construct an Emergency Disaster Center as a public
enterprise out of the proceeds derived from Civilian Defense Emergency
Bonds, Series 1942.
SECTION 2. The fact that there are funds on hand which
are the proceeds of the certain bond issue known as Civilian Defense
Emergency Bonds, Series 1942, and that the City of Corpus Christi has
Inadequate facilities for hospitalisation and inadequate provisions for
caring for the equipment of the local organisation of the Texas Defense
Guard and the fact that the enterprise contemplated will meet the
present lack of facilities and that it is essential to the protection
and safety of the inhabitants of the City of Corpus Christi that such
facilities be provided, create a public emergency and an imperative
public necessity requiring the suspension of the Charter rule providing
that no Ordinance or Resolution shall be passed finally on the date
it is introduced and that such Ordinanoe or Resolution shall be read
at three several meetings of the City Council, and the Mayor having
declared that such public emergency and imperative necessity exist,
and having requested that said Charter rule be suspended and that
this Ordinance take effect and be in full force and effect from and
after its passage, IT IS, ACCORDINGLY, SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of
the foregoing Ordinance, a public emergency and an imperative
necessity exist for the suspension of the Charter rule or require-
ment that no Ordinance or Resolution shall be passed finally on the
date it is introduced, and that such Ordinance or Resolution shall
be read at three several meetings of the City Council, I, there-
fore, hereby request that you suspend said Charter rule or require-
ment and pass this Ordinance finally on the date it is introduced,
or at the present meeting of the City Council.
