Allen Clerk SECTION j, Such election shall be held in conformity with the general laws of the State of Texas, and with the Charter of the City of Corpus Christi, Texas, regulating elections for submitting questions to the qualified voters of the city, SECTION 4. All qualified voters who reside within said terri- tory may vote in such eleation, and all such voters who favor the annex- ation of said territory into the City of Corpus Christi shall have written or printed upon their ballot the wordst "FOR ANNEXATION INTO THE CITY OF CORPUS CHRISTI" and those opposed shall have written or printed upon their ballot the words: "AGAINST AMMUTION INTO THE CITY OF CORPUS CHRISTI" SECTION 5- If at said election a majority of the duly qual- ified voters residing within the said territory shall vote in favor of becoming a part of said city, the City Council may, by ordinance, receive such territory as a part of said City, and thereafter such territory so received shall be a part of the City of Corpus Christi. SECTION bo A copy of this Ordinance, signed by the Mayor of the City of Corpus Christi, and attested to by the City Secretary of the City of Corpus Christi, shall serve as proper notice of said eleotion, and the Mayor is directed to cause notice of the election to be posted at three (5) public places within, the territory herein - above described, such date of posting to be for at least fifteen (15) full days prior to the date of sleotion. A copy of this Crdinance signed by the Mayor of the City of Corpus Christi and attested to by the City Secretary of the City of Corpus Christi shall be posted in the election precinot hereby provided for at least fourteen (14) days prior to the date of the election, and a copy of this Ordinance signed by the Mayor of the City of Corpus Christi and attested to by the City Secretary of City of Corpus Christi shall be caused to be published in the Corpus Christi Caller, the official newspaper of the City, on the same day for each of two successive weeks, the first of which shall be at least fifteen full days prior to the date of said election. SECTION 12. The fact that the property sought to be admitted, and described herein, is not protected at the present time in that it has no polioe or fire protection accorded to residents of the City of Corpus Christi, and the further fact that such territory is not sub- ject to or under the protection of the soning regulations of the City of Corpus Christi at the present time, and the fact that there is, at the present time, an effort being made on the part of property owners in the territory to depreciate such property as residence property by erecting thereon structures for uses other them those contemplated by a majority of the residents, and that there is a dire necessity for =7�. zoning regulations, and that there is no assurance of future adequate garbage collection, creates a public emergency and a public imperative necessity requiring the suspension of the 4 Charter rule providing that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such Ordinance or Resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emergency and public imperative necessity exist, and having requested that said Charter rule be suspended and that such Ordinance be passed finally on the date it is introduced, and take effect and be in full force and a£feot from and after its passage, IT IS, ACCORDINGLY, SO ORDAINED.
