PLANS AND SPECIFICATIONS PROVIDE FOR THE BE-

BE IT CRDAMD BY THE CITY COUNCIL OF T11JE CITY OF CORPUS
C�P.ISTI, THUS:
Section 1. Th t the preliminary plans and specifications
subritied by names P. Gibson, -:4i'_liam C. {flood and anry i Yaade,
associated Architects, suomittec to the City- Council on this date,
and on file in the office of the City Secretary of the City of
Corpus C,_ isti, Texas, which said preliminary plans and specifi-
cati cps provide for the removal of a one -ctory frar_e building,
x.; feet aide by 212 feet leng, the construction of said building
being fully set out in said plans and specifications, from its
present site in Ingleside, Texas, to a site in Corpus Christi,
Texas, and there be placed upon a foundation as provided in said
plans and specifications, and such prelim =nary plans and specifica-
tions further providing for the repairing and remodeling of said one-
story frame building, the said one -story frame building after being
moved to the said site in Corpus Christi and being remodeled as
aforesaid to be and constitute a part of an " &iergenoy Disaster
Center" in the City of Corpus Christi, be, and they are hereby,
approved and adopted for use on the "Emerganm- Disaster Center" in
the said City.

Section 2. The City Secretary of the City of Corpus
Christi, Texas, is hereby authorized and directed to advertise
irmadiately for bids on the work provided for in said prelimi rf
plans and specifications.
Section j. The fact that the facilities for hospitali-
sation in the City of Corpus Christi, Texas, are inadequate and
the facilities for caring for the equipment of the local organi-
sation of the Texas Defense Guard are inadequate, and there is
a need for an "Emergency Disaster Center" in the City- of Corpus
C:misti, Texas, and that such "Emergency Disaster Center" will
neet such inadequaoy of facilities, and the further fact that
such "Iticorgency Disaster Cen Ler" can also be used as an Emergency
Recreational Center, and the public health, safety, and welfare
of the luhabitautz of the City of Corpus Ohzizti will be greatly
aided by the establishment of an "Emergency Disaster Center%
creates a public emergency and imperative public necessity requir-
ing the suspension of the Charter rule that no Ordinance or Reso-
lution shall be passed finally on the Late it is introduced and
that such Ordinance or Resolution shall be read at three several
meetings of tha City Council, and the P.'_ayer having declared that
such public emergency and imperative necessity exist, and having
requested that such Charter rule be suspended and that thia Crdin ca
be passed finally on the date of its introduction, and tale effect

For the reasons set forth in the emergency clause of the
foregoing Ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that
no Ordinance or Resolution shall be passed finally on the date it is
introduced, and that such Ordinance or Resolution shall be read at
three several meetings of the City Council; I, therefore, hereby
request that you suspend such Charter rule or requirement and pass
this Ordinance finally on the date it is introduced, or at the
present meeting of the City Council.
