Section 2. The fact that it is to the beneficial
interest of the City of Corpus Christi, Texas, that facilities
for gas, water, and sewerage be installed in the Glen Royal Subd --
soon of the City of Corpus Christi and that the present lack of said
facilities in such subdivision is dangerous to the health and public
welfare of the inhabitants thereof creates a public emergency and
imporatiw public necessity, requiring the suspension of tie Charter
rule or requirenont that no Ordinance or Resolution Shall be passed
finall�r on the data of lts introduction, and t;iat said Ordinance
or Reso'_utioa shall be read at three seve'al reetins of tee City
Council, and the iayor, in rritia;, having declared that such eme.r-
