HomeMy WebLinkAbout01777 ORD - 02/01/19451 2/1/45 HT,m AN ORDINANCE ACCEPTING TBE BID OF DEFENSE PLANT CORPORATION FOR THE SALE TO THE CITY OF CORPUS CHRISTI OF A ONE -STORY FRAME BUILDING, 341 WIDE BY 212- LANG AND CONSTRUCTED IN THE MANNER REQUIRED BY SAID BID AND NOT HAVING BEEN BUILT PRIOR TO 1939, AND DIRECTING AND AUTHORIZING THE MAYOR AND CITY CONTROLLER OF THE CITY OF COF?US CHRISTI "_'0 EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A CONTRACT BY AND BETWEEN THE CITY OF CORPUS CHRISTI AND DEFENSE PLANT CORPORATION FOR THE PURCHASE OF SAID BUILDING; MAKING AN APPROPRIATION TO PAY FOR SAID BUILDING; AND DECLAR- ING AN EMERGENCY. WHEREAS, the City Council of the City of Corpus Christi, Texas, having duly determined the necessity for the hereinafter des- cribed building for use as a part of an "F'mergeacy Disaster Center" in the City of Corpus Christi, Texas, and having advertised for bids for the length of time and in the manner required by law, and having received bids, and WHEREAS, the bid of Defense Plant Corporation was the lowest and most advantageous bid submitted; and WHEREAS, the City Treasurer of the City of Corpus Christi has on deposit the necessary and proper hinds available for the payer meat of said buildings NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That it is hereby determined that the bid of Defense Plant Corporation for the sale to the City of Corpus Christi of the following described building: A one -story frame building, 34' wide by 2121 long; 2" by 4" stud walls, 16" on centers,; 2" by 8" floor joists, 16" on centers; 2" by 4" roof rafters sad joists, 24" on centers; the interior finish of 1/2" thick insulation board; exterior of 1" sheathing covered with 15 -pound building felt secured with 1/2" by 1 1/2" battens, the roof of 1" sheathing covered with building felt secured with 1/2" x 1 1/2" battens, said building to have double -hung wood windows, wood doors, and a 1" wood floor/ The said building not to have been con- structed prior to 1939 and to be available for removal to a site in Corpus Christi, Texas, on February 15, 1945, or soon thereafter, is the lowest end most advantageous bid for the City of Corpus Christi, Texas, end said bid is hereby accepted. SECTION 2. That the Mayor and City Controller of the City of Corpus Christi, Texas, be, and they are hereby, authorized and directed to execute, for and on behalf of the City of Corpus Chriati, a contract by and between the City of Corpua Christi and Defense Plant Corporation, a copy of which is attached hereto and made a part hereof, and which reads as followsi Copied 2/1/45 bo INOusms, TSYAS January 29, 1945 TO THE MAYOR AND CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEIAS The undersigned herewith proposes to furnish to the City of Corpus Christi, Texas, in accordance with your notice for bids, a copy of which is attached hereto and made a part hereof, the following described buildings A ono -story frame building, 341 wide by 2121 long; 2 "x4" stud walla, 16" on centers; 2 "xB" floor joists, 16" on centers; 2 "x4" roof rafters and joists, 24" on centers; the interior finish of 1/2" thick insulation board; exterior of 1" sheathing covered with 15 -pound building felt secured with 1/2" x 1 -1/2" battens; the roof of 1" sheathing covered with building felt secured with 1/2" x 1 -1/2" battens, e aid building to have double -hung wood windows, wood doors, and a 1" wood floor. The said building ham bean constructed since 1939 and will be avail- able for removal to s site in Corpus Christi, Texas, on February 15, 1945, or soon thereafter, said building being located at present at Ingleside, Texas, for a total consideration of Three Thousand One Hundred Dollars ( ;3,100.00). Hay Bring, City Secretary, up to 10x00 A.M., Ja sry 30, 1945, and publicly opened and read aloud by the City Council in the City Hall at 10s15 A.M., January 30, 1945, for the sale to the City of Corpus Christi of a one -story frame building, 341 wide by 2121 long; 2 "x4" stud walls, 16" on centers; 2 "x6" floor joists, 16" on centers; 2"x4" roof rafters end joists, 24" on centers; the interior finish of 1/2" thick insulation board; exterior of 1" sheathing covered with 15 -pound building felt secured with 1/2` x 1 -1/2" battens; the roof of 1" sheathing covered with building felt secured with 1/2" x 1 -1/2" battens, said building to have double -hung wood windows, wood doors, and a 1" wood floor. The said building not to have been constructed prior to 1959 and to be available for removal to a site in Corpus Christi. Taxes, on February 15, 1945, or soon thereafter. Said building to be used as a part of an "Emergency Disaster Center ". In case of ambiguity or lack of clearness in stating prices in the proposal the City of Corpus Christi reserves the right to adopt the prices written in wards, or to reject the proposal. There is hereby appropriated out of the funds now on hand which are the proceeds of the certain bond issue known as Civilian Defense Emergency Bonds, Series 1942, which said funds were authorized to be spent for the purpose of erecting "An Emergency Disaster Canter" by an election duly held on Deoember 2, 19446 in the City of Corpus Christi, Texas, the a= of Thirty -one Hundred and no/100 Dollars ($3300.00) to pay forsaid building. SECTION 4• The fact that the City of Corpus Christi has inadequate facilities for hospitalization and inadequate facilities for caring fbr the equipment of the local organization of the Texas Defense Guard, and the further fact that said building will help meat the present lack of facilities and that it is essential to the pro- tection and safety of the inhabitants of the City of Corpus Christi _ that such facilities be provided, creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule or requirement that no Ordinance or Resolution be passed finally on the date of its introduction and that said Ordinance or Resolution shall be read at three several meetings of the City Council and the Mayor, in writing, having declared that said mergency and imperative public necessity exist, and having requested that said Charter rule be suspended, and that this Ordinance be passed finally on the date of its introduction, and that it be in effect from and after its passage, IT IS, ACCORDINGLY, SO ORDAINED.
