AN ORDINANCE
AUTHORIZING AND DIRECTIM THE MAYOR AND
CITY CONTROLLER OF THE CITY OF CORPUS
CHRISTI, TEXAS, TO EXECUTE, FOR AND ON
BEHALF OF SAID CITY, A CONTRACT BY AND BETHEEN
THE CITY OF CORftiS CHRISTI, TEXAS, AND GEORGE
G. EBNENBORG COMPANY, APPRAISAL ENGINEERS OF
DALLAS, TEXAS, OPERATORS OF A STANDARD UNIT
SYSTEM OF REALTY VALUATIONS, FOR THE PURPOSE
OF EVALUATING CERTAIN- $ROPERTY RECENTLY ANNEXED
TO THE CITY OF CORPUS CHRISTI, TRW AND
DECLARIM AN EMEEiENCY.
BE IT ORDAINED BY TEE CITY COUNCIL OF THE CITY OF CORPUS CBRISTI,
TEXAS,
SECTION 1. That the Mayor and the City Controller
of the City of Corpus Christi, Tease, be, and tbey are hereby,
authorised and directed to execute, for and on behalf of said
City, a contract by and between the City of Corpus Christi, Toms,
and George G. Ehrenborg Company, Appraisal Engineers of Dallas,
Texas, Operators of a Standard Unit System of Realty Valuations,
for the purpose of evaluating certain property recently waxed
to the City of Corpus Christi, Texas, a copy of which oontract
Is attached hereto and made a part hereof, and reads as follows,

THIS AGM WT made and entered into this, the let
day of February. 1915, by end between George 0. Nhranborg Company,
Appraisal Engineers of Dallas. Tans, Operators of a Standard Unit
Systaa of Malty Valuations, Party of the First Part and the Aty
of Corpse Christi, Busces County. Teas, Party of the Second Part,

The Party of the First Part agrees to furnish the Party
of the Second Part the following services in the methods of Heslty
Valuations for Taxation Purposes of all lots and parcels of land and
all improvements within the newly annexed territory of the City of
Car?uo Christi, Ntmeas Comity, Texas.
1. Uam,
The Party of the =fret Part agrees to fbmiah the
Party of the Second Part with one complete set of aeotianal maps, to
suitable scale, showing all city blooke, late, tracts, thereof, made
from existing records and when no such records are available from
satual measurements on the grounds.
And also agrees to famish a block book chasing a map
printed on cloth of each block or tract drawn to suitable scale and
also to furnish asnerahip sheets for said block book showing all the
amnershipe, descriptions, preamt value of lots and improvements, with
e space provided where the assessed valuation can bo placed. Those
ownership sheets to marry five lime for each lot, so they will not
have to be rewritten but every five yearn. Ownerships to be taken from
1944 tun tulle and from information gained in the field, or from Comity
Records.
These block books to be bound in substantial hose leaf
binders. All tracings and negatives of both sectional maps and block
maps to become property of the city.
2. Lando
The Party of the First Part agrees to fsroiah the
services of experts in land valuation methods Who Will With the help
of a local board of two (2) men famished by the Party of the Second
Part, at no oast to Party of the First Part, ascertain the valuation
of each single street to the lots and parcels of land fronting thereon.
This having been done, the experts will eompato the valuation of all
Iota and parcels accurately and proportionately and truly according
to sash unit fact valuations, and take in ocnsideration deproolation
for bad location, creeks, overflow, ate.
3. Baildia6 and Improvezentea
The Party of the First Part agrees to furnish the
services of experts in building valuation methods, one will museum
and describe buildings and improvmmonte upon Iota and parcels in
the City of Corpus Christi, Eueewe County, Yexao, applying factors
of valuation and depreciation for each, based upon the fair market
cost of new reproduction, with epaoifio depreciation, if any, ex-
pressed in one percentage, for consideration of mechanical deteriar-
ation, obsolescence, an era] lack of utility. information and data ..
for each building will be tabulated on a peffianent card record, shav-
ing the size and class and kind, condition, number of stories, roof,
eta., together with improvements such as fixtures, water, bath,
aeuer and electric ocaueotions, with factors of valuation and dopreci-
ation ea ascertained by Iowa investigation.
4. Pxeapt Lando 1
It is expressly anderstood that this service shall
not apply to land and buildings within the City of Corpus Christi,
Evinces County, Yens, that arc exempt from taxation.
y. Public Utilities, Industrial Plants,
The Party of the First Pert agrees to furnish the our-
views of exports In the valuation of personal property and equipment
comely used by Public Utilities and Industrial Plants, and to —k-
an appraisal of all each property and equipment.

SECTION 2. The fact that certain territory has
recently been annexed to the City of Corpus Christi and that
it is to the benefit and welfare of the City of Corpus Christi,
and the citizens thereof, that such property be evaluated Imme-
diately in order that some may be properly placed upon the tax
rolls of the City, creates a public emorgenoy and an imperative
public necessity requiring the suspension of the Charter rule
that no Ordinance or Resolution be passed finally on the date of
its introduction and that said Ordinance or Resolution shall be
read at three several meetings of the City Council, and the mayor,
in writing, having declared that said emergency and imperative
public necessity exist, and having requested that said Charter
rule be suspended and that this Ordinanoe be passed finally on
the date of its introduction, and that it be in effect from and
after its passage, IT IS, ACCORDIRGRY, SO ORDAINED.

For the reasons set forth in the emergency clause of the
foregoing Ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
Ordinance or Resolution shall be passed finally on the data it is
introduced, and that such Ordinanoe or Resolution shall be read at
three several meetings of the City Councils I, therefore, hereby
request that you suspend said Chester rule or requirement and pass
this Ordinance finally on the date it is introduced, or at the
present meeting of the City Council.
