BUDGET ADOPTED Er THE CITY COUNCIL OF THE CITY OF CORPUS CMMI, TEAS, CH JULY 31, 19L4, BY PR07MING FOR AN INCREASE IN THE BUDGET APPROPRIATION FOR HOSPITAL OPERATIONS IN THE AMOUNT CF M.028.00, AND AN INCREASE IN THE BUDGET APPROPWATION FOR THE HUMM DEPARTMENT IN TIM SOH -OF 812,000.001 AND DECIARING AN EMERGENCY. WMMAB. the general budget adopted by the City Council of the City of Corpus Christi on July 31, 1%4, provided therein a budget appropriation for hospital operations in the sum of Fifty Thousand Dollars (850.000.00), and for a budget appropriation for the Hunnaae Department in the a= of Nine Thousand Eight Hundred Seven Dollars (09.807.00)1 and WHEREAS. since said general budget was adopted there have been unforeseen increases in connection with the operation of the hospi- tal and the health and welfare of the citizens of the City of Corpus Christi require that the said hospital operations shall continue, and It is essential for the health and well -being of the citizens of Corpus Christi that theta be sufficient funds for the proper and adequate operation of the hospitaly and WHENs since the adoption of the said general budget on July 31, 19" due to a rabies epidemic in the City of Corpus Christi there has been a demand for an enlargement of the operation of the Huaoane Department end the Humane Department of Corpus Christi has been called upon to render services far in excess of those originally con- templated and the health and well-being of the citizens of Corpus Christi demand that such Humane Department shall continue in operation, and that funds shall be made available for the continued operation of such Th-, Department in order that the health and welfare of the citi- zens of the City of Corpus Christi moy be adequately protected; and 1'7 S(o vMEWAs, Article 7. section 10 of the City Chester of the City of Corpus Christi provides that in ease of public necessity the general budget of the City of Corpus Christi may be increased and the City Council of the City of Corpus Christi having found that the ofore- said conditions make it a public necessity that the Two (2) items in the general budget above mentioned be increased and the City Council having found that theta is a public necessity for the increase in the budget appropriation of the Humane Department in the sum of Twelve Thousand Dollars (012,000.00), and that a public necessity exists for the increase of the hospital operations appropriation in the sum of Twenty -Five Thousand and Twenty -Eight Dollars (tP5,028.00)i TBBWOBE, BE IT ORMIM D BY THE CITY COUNCIL OF THE CITY OF CCHFUS CHRISTI, TB8682 SECTION 1. That the general budget adopted by the City Council of the City of Corpus Christi on July 31, 19" be amended so as to provide as follows: (a) That the budget appropriation for the R-- Department of the City of Corpus Christi heretofore made by 9rs City Council of the City of Corpus Christi on July 31, 1914, in the sum of lane Thousand Eight Hundred and Seven Dollars ($9,807.00), be in- =eased in the sum of Twelve Thousand Dollars ($12.000.00), making a total budget appropriation for the Mmans Department in the sum of Twenty -One Thousand Eight Hundred and seven Dollars (821.807.00) (b) That the hospitdn operations budget appropriation in the Mm of Fifty Thousand Dollars (050.000.00). as provided in the general budget adopted by the City Council on July 31. 194L6 be increased in the sum of Twenty -FYve Thousand and Twenty -Eight Dollars (025,028.00). making a total budget appropriation for such hospital operations in the esm of Seventy -Five Thousand and Twenty -Eight Dollars (075.028.00). - 2 - Section 2. The fact that it is necessary for the health welfare, and well-being of the citizens of the City of Corpus Christi, Texas, that the general budget adopted on July 31, 1944, be increased as hersinbefore provided and the further fact that unless such items are increased the health welfare and well -being of the citizens of the City of Corpus Christi will not be adequately protected create a public emargency and public imperative necessity requiring the suspension of the Charter rule or requirement that no Ordinance or Resolution shall be passed finally on the date it is .introduced, and that such Ordinance or Resolution shell be read at three several meetings of the City Council, and the Mayor having declared in writing that such public emergency and imperative necessity exist, and having requested that such Charter rule be suspended, and that this Ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS, ACCORDIDGLY, SO ORDAINED.
