AN ORDINANCE
REGULATING TRAFFIC ON MESQUITE, PEOPLES, SCRATZEL,
STARR, LAWRENCE, NORTH BROADWAY, EAST PORTION OF .
LEOPARD, ANTELOPE, UPPER NORTH BROADWAY, LONER
BROADWAY, EAST DRIVE OF UPPER NORTH BROADWAY; DES -
IGNATING CERTAI2I STREETS AS ONE WAY STREETS; REGU-
LATING TRAFFIC ON THE RAMP EXTENDING FROM UPPER
NORTH BROADWAY TO LOWER NORTH BROADWAY; FIXING THE -
PENALTY FOR VIOLATICII AB DECLaRI11G Ali EMERGENCY.
Section 1. It shall be unlawful for any person operating
a vehicle of any description to make a left turn at the following
street intersections in the City of Corpus Christi, Texas, to -wit:
Mesquite Street and Peoples Street, Mosquito Street and
Schatzel Street, Mesquite Street and Starr Street, Mesquite Street
and Lawrence Street, Chaparral Street and Peoples Street, Chaparral
Street and Schatzel Street, Chaparral Street and Starr Street. -
Section 2. All that portion of Lawrence Street from the
intersection of Lawrence Street and Lower North Broadway to water
Street is hereby declared to be a one -way street and it shall be
devoted to, the exclusive, use, of traffic traveling in an easterly
-- _ direction; and it shall be unlawful for the driver of any vehicle
to drive or operate any vehicle along the said portion of Lawrence
Street while traveling in a westerly direction.
_All that portion of Schatzel Street situated between
Lower North Broadway and 'Hater Street is hereby declared to be a
one -way street and shall be devoted to the exclusive use of traf-
fie traveling in an easterly direction;- and it shall be unlawful
for the driver of any vehicle to drive or operate any vehicle on
or along the said portion of Schatzel Street while traveling in
a westerly direction.
All that portion of Peoples Street situated between
Lower North Broadway and Water Street is hereby declared to be
a one -way street and shall be devoted to the exclusive use of traf-
fie traveling in a westerly direction; and it shall be unlawful for
the driver of any vehicle to drive or operate any vehicle on or
along that portion of Peoples Street while traveling in an easterly
direction.

All that portion of Antelope Street from Upper North
Broadway to North Carancahue is hereby declared to be a one-
way street and shall be devoted to the exclusive use of traffic
traveling in a westerly direction; and it shall be unlawful for
the driver of any vehicle to drive or operate a vehicle on or
along the said portion of Antelope Street while traveling in
an easterly direction.
All that portion of the east drive of Upper North '
Broadway from the intersection of said east drive with Antelope
Street extended east to the intersection of said east drive
with Buffalo Street extended east is hereby declared to be a
one -way street and shall be devoted to the exclusive use of
traffic traveling in a northerly direction; and it shall be
unlawful for the driver of any vehicle to drive or operate any
vehicle on or along said portion of the cast drive of Upper
North Broadway while traveling in a southerly direction.
All that portion of Upper North Broadway from the
µ intersection of Upper North'Broodway Street with Buffalo Street _
to the intersection of Upper North Broadway with Mesquite Street
at Coopers Alley is hereby declared to be a one -way street and
shall be devoted to the exclusive use of traffic traveling in a
southerly direction; and it shall be unlawful for the driver of
any vehicle to drive or operate any vehicle on or along said por-
tion of Upper North Broadway while traveling in a northerly di-

rection.
All that portion of South Broadway south from Kinney
Avenue to Park Avenue is hereby declared to be a one -way street
and shall be devoted to the exclusive use of traffic traveling
in a southerly direction; and it shall be unlawful for the driver
of any vehicle to drive or operate ary vehicle on or along said
portion of South Broadway Street while traveling in a northerly
direction.
All that portion of Loner North Broadway from Lawrence Street
to Schstzel Street is hereby declared to be a one -way street and it
shall be devoted to the exclusive use of traffic traveling in a northerly
direction; and it shall be unlawful for the driver of my vehicle to
drive or operate any vehicle along the said portion of Lower North Broad-
way while traveling in a southerly direction.
Section 3. The following rules and regulations shall regulate
traffic on the ramps extending from Upper North Broadway to Lower North
Broadway, ,
(a) Traffic on the ramp e:tending from the Peoples Street In-
tersection of Lower North Broadway in a northwesterly direction up the
Bluff into Antelope Street shall proceed only in a northwesterly direction,
and it shall be unlawful for any person to operate a vehicle on said ramp
going in a southeasterly direction.
(b) Traffic on the portion of the ramp extending from Leopard
Street in a southeasterly direction into Lawrence Street shall proceed
only in a southeasterly direction; and it shall be unlawful :Car any person
to operate a vehicle on said portion of the ramp in a northwesterly direc-
tion.
(c) Traffic proceeding from Leopard Street on that portien of `
the ramp extending in a northeasterly direction may proceed down said ramp
to Schatzel Street.
(d) Vehicles proceeding south on Lower Broadway at the Peoples
Street intersection may make a right oblique turn up the rmp to Leopard
Street or make a left turn and go down Schatzel Street; but no person
operating a vehicle proceeding South on Lower Broadway at the Peoples
Street intersection shall make a right turn and go up the ramp to Antelope
Street.
Section 4- Any person who shall violate any of the provisions
of this ordinance or fail to comply with the rules and regulations herein
provided, shall be deemed guilty of a misdemeanor and upon conviction there-
of, shall be fined in any sum not more than Two Hundred ($200.00) Dollars.
Section 5• If any section, paragraph, subdivision, clause,
phrase or provision of this Ordinance shall be adjudged invalid or
held unconstitutional, the same shall not affect the validity of this
Ordinance as a whole or any part or provision thereof other than the
part so decided to be invalid or unconstitutional.
Section 6.. The fact that the traffic along the above —en-
tioned streets is congested at the present time and that the enactment
of the foregoing rules and regulations will protect the security and
safeguard the welfare of the public creating a public emergency and an
imperative public necessity requiring the suspension of the Charter
rule providing that no Ordinance or Resolution shall be passed finally
on the date it is introduced and that such Ordinance or Resolution shall
be read at three several meetings of the City Council, and the Mayor
having declared that such public emergency and imperative necessity
exist, and having requested that said Charter rule be suspended and that
this Ordinance take effect and be in full force and effect from and after
its passage, IT IS, ACCORDINGLY, SO ORDAINED.

For the reasons set forth in the emergency clause of
the foregoing Ordinance, a public emergency and an imperative
necessity exist for the suspension of the Charter rule or
requirement that no Ordinance or Resolution shall be passed
finally on the date it is introduoed, and that such Ordinance
or Resolution shall beg read at three several meetings of the
City Council, I, therefore, hereby request that you suspend
said Charter rule or requirement and pass this Ordinance
finally on the date it is introduced, or at the present
meeting of the City Council.
