AN oRDnNANCE
AUTHORIZING AND DIRECTING THE CITY
ENGINEER OF THE CITY OF CORPUS CHRISTI,
TEXAS, TO MA %E CERTAIN CHANGES IN CER-
TAIN FORMS OF GENERAL CONTRACTOR'S CON-
FIDENTIAL FINANCIAL STATEMENT FOR THE
PRE- QUALIFICATION OF BIDDERS ON PUBLIC
WORK CONTRACTS, TO BE FILED WITH THE
CITY SECRETARY BY ANY CONTRACTOR BIDDING
ON ANY PUBLIC WORK TO BE DONE FOR THE
CITY OF CORPUS CHRISTI; AND DECLARING AN
EMERGENCY.
WHEREAS, on August 22, 191�t, by Resolution No. 1709, re-
corded in Volume 14, Page 60, of the Ordinance and Resolution Re-
cords of the City Council of the City of Corpus Christi, Texas,
the City Council did adopt certain forme of general contraotor's
Plan, Experience, and Equipment Questionnaire for the Pre- Qualifi-
cation of Bidders on Public Work Contracts, and Confidential Finan-
cial Statement for the Pre - Qualification of Bidders on Public Work
Contracts, to be filed with the City Secretary by any contractor
bidding as any publio -work to be done by the City of Corpus Christi,
Taxes; and,
WHEREAS, the Texas State Highway Department and the
Nueces County Engineering Department have changed their require-
ments so that such confidential fiasnoial statement may be filed
yearly; and.
WH@1MAa, the City Council deems it necessary that the
form of the Confidential Financial Statement for the Pre- Qualifica-
tion of Bidders on Public Work Contracts, be changed.
THEREFORE, BE IT ORDAINED BY TEE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEAS:
SECTION 1. That the City Engineer, City of Corpus Christi,
is authorized and is hereby directed to change the farm of the
Confidential Financial Statement for the Pre - Qualification of Bidders
on Public Work Contracts, so as to provide under Paragraph 2 under
instructions to bidders desiring to bid on contracts for public works
in the City of Corpus Christi, Texas, as follows:

"Paragraph 2. Bidders contemplating bidding on future con-
tracts for public works in the City of Corpus Christi are invited to
submit their financial statements every twelve (12) months, prefer-
ably to show their financial condition as of December 31. These state-
ments will be considered as being in tgood standing' for fifteen (15)
months -
Other than the foregoing change such Confidential Financial
Statement for the Pre - qualification of Bidders on Public Work Ccatraots
form shall remain unchanged.
SECTIOR 2. The fact that due to the war emergency, certi-
fied public accountants are unable to keep up with the press of busi-
neon and that they are unable to prepare the statements every six
months as hereinbefore provided previous to this timaj and the fact
that such filing of such statements each year will amply protect the
City of Corpus Christi; and the further fact that there are many con-
tractors who are qualified to bid but are unable to procure their state-
ments due to the insufficiency of certified public accountants, and it
will be to the advantage of the City of Corpus Christi that such con-
tractors bid on public work contracts for the City of Corpus Christi,
creates a public emergency and an imperative public necessity requir-
ing the suspension of the Charter rule or requirement that no Ordinanoe
or Resolution shall be passed finally on the date it is introduced and
that such Ordinance or Resolution shall be read at three several meet-
ings of the City Council, and the Maomr having declared that such pub -
lio emergency and imperative necessity exist, and having requested that
such Charter rule be suspended, and that this Resolution be passed
finally on the date of its introduction and take effect and be in full
force and effect from and after its passage, IT IS, ACCORDINGLY, SO
PASSED AND APPROVED thin the j day of

For the reasons Bet forth in the emergency clause
of the foregoing Ordinance, a public emergency and an imperative
necessity exist for the suspension of the Charter rule or re-
quirement that no Ordinance or Resolution shall be passed finally
on the date it is introduced and that Bush Ordinance or Resolution
shall be read at three several meetings of the City Council; I,
therefore, hereby request that you suspend said Charter rule
or requirement and pass this Ordinance finally on the date it
is introduced, or at the present meeting of the City Council.
