AUTHORIZING A CHANGE ORDER ON THE CONTRACT
OF JOHN W. PHILLIPS, DATED FEBRUARY 1, 1945,
FOR THE 'CONSTRUCTION OF APART OF THE EMER-
GENCY DISASTER CENTER; ACCEPTING THE BIDS
OF JOHN W. PHILLIPS ON THE WORK IN SAID
CHANGE ORDER; MAKING AN APPROPRIATION TO
PAY FOR THE WORK SPECIFIED IN SAID CHANGE
ORDER; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEALS:
SECTION 1. That a change order is hereby authorized in the
contract heretofore entered into by and between the City of Corpus
Christi, Texas, and John W. Phillips, dated February 1, 1945, for .
the construction of a part of the Emergency Disaster Center, to in-
clude the work specified and shown by the Architects Drawing, Sheet
4 of 4, which is attached hereto and made a part hereof, which said
Architect's Drawing provides two additional items, to -wit:
Connecting water and gas
Connecting sewer
SECTION 2. That the bids of John W. Phillips, dated July 20,
1945, and which are attached hereto and made a part hereof, on the two -
named items above, in the following amounts, to -licit:
(a) Connecting water and gas $532.40
(b) Connecting sewer $839.30
be, and each of them are hereby, accepted.
SECTION 3. There is hereby appropriated out of the funds now on
hand which are the proceeds of the certain bond issue known as Civilian
Defense Emergency Bonds, Series 19142, which said funds were authorized
to be spent for the purpose of erecting "An Emergency Disaster Center ",
by an election duly held on December 2, 191i4, in the City of Corpus
Christi, Texas, the sum of Five Hundred Thirty Two and 40/100 ($532.40)
Dollars, to pay for such connecting of water and gas, and the sum of
Eight Hundred Thirty -nine and 30 /100 0839.30) Dollars, to pay for such
connecting of sewer. I12-7
SECTION 4. The fact that the City of Corpus Christi has
inadequate facilities for hospitalization and inadequate facilities
for oaring for the equipment of the local organization of the Texas
Defense Guard, and the further fact that suoh work will help meet
the present lack of facilities and that it is essential to the pro-
tection and safety -of the inhabitants of the City of Corpus Christi
that such facilities be provided, creates a public emergency and an
imperative public neoessity requiring the suspension of the Charter
rule providing that no ordinance or resolution shall be passed fi-
nally on the date it is introduced, and that such ordinance or reso-
lution shall be read at three several meetings of the City Council,
and the Mayor having declared that such public emergency and impera-
tive necessity exist, and have requested that said Charter rule be
suspended and that this ordinance take effect and be in full force
and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:•
For the reasons set forth in the emergency clause of the
foregoing_Ordinanoe, a public emergency and an imperative necessity
exist for the suspension of the Charter rule or requirement that
no Ordinance or Resolution shall be passed finally on the date it
is introduced and that suoh Ordinance or Resolution shall be read•
at three several meetings of the City Council; I, therefore, hereby
request that you suspend said Charter rule or requirement and pass
this Ordinance finally on the date it is introduced, or at the
present meeting of the City Council. _
