HomeMy WebLinkAbout01832 ORD - 08/07/1945All ORDINANCE APPROPRIATING SUMS OF MONEY FOR THE BUDGET OF THE CITY OF CORPUS CHRISTI, TEXAS, FOR THE FISCAL YEAR BEGINNING AUGUST 1, 1945, AND ELIDING JULY 31, 1946; Alm DECLARING AN EMERGENCY. WHEREAS THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS, DID WEST IN SPECIAL SESSION AT 4;00 P.M. on July 30, 1945, A. D., and romained in session, except for recesses, until August 6, 1945, A. D., at 5:00 P.M. for the purpose of considering the Budget of the City of Corpus Christi for the fiscal year beginino August 1, 1945, and ending July 31, 1946, end said City Council did on August 6, 1945, at the conclusion of said special meeting, by ordinance, authorize, accept, approve end adopt the budget of the City of Corpus Chricti for the fiscal year beginning August 1, 1945, and ending July 31, 1946; and, 'HEREFS, in accordance with Section 10 of Article VII of the City Charter of the City of Corpus Christi, Texas, it is necessary that at the first regular meting in August of every year the City Council appropriate such sums of money Yor each of the departments of the City as may have been provided in the Budget; and, IT EREAS, the first regular meeting of the City Council, to be hold in the month of August, 1945, has been called at 4:00 o'clock P.S. on the 7th day of August, 1945; no:r, therefore, BE IT OF.DAIHED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That on this, the 7th day of August, 1945, at this, the first regular meeting of the-City Council of Corpus Christi, Texas, in the month of August, 1945, certain sums of money be, and they are hereby appropriated to cover the sums as provided for each of the several depart- ments of said City,as said sums do appear in the said Budget already ap- proved by Ordinance by the said City Council of the City of Corpus Christi, Tema, passed and approved on August 6th, 1945, as aforesaid, and of record in the Ordinance and Resolution Records of the City of Corpus Christi, Texas. ACTI0N 2. The fact that the Budget was delayed in its adoption and the appropriations for said Budget must be made on the first regular t$32_ - 1 - meeting of the City Council in the month of August each year, creates a public emergency and an imperative.publio necessity requiring the sus- pension of the Chester rule providing that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordi- nance or resolution shall be read at three several meetings of the City Council, and the Mayor having deolared that such public emergency and imperative necessity exist, and having requested that said Charter rule be suspended and that this ordinance take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAIM. OF THE CITY OF CORPUS CHRISTI Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the foregoing Ordinance, a public emergency and an imperative necessity exist for the suspension of the Charter rule or require- ment that no Ordinance or Resolution shall be passed final]y,on the date it is introduced and that such Ordinance or Resolution shall be read at three several meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this Ordinance finally on the date it is intro- duced, or at the present meeting of the City Council, Respectfully, YOR, orpus is i, exas.
