MENT IN THE CITY; MA IiG IT UNLKNFUL FOR ANY
PERSON, FIRM OR CORPORATION OWNING ANY LOT
IN THE CITY OF CORPUS CHRISTI TO PERMIT ANY
OBSTRUCTIONS TO RM4W3 IN ANY UTILITY EASE-
' MM ON SUCH LOT; PROVIDING PENALTIES FOR
THE VIOLATION HEREOF; AND DECLARING AN EMER-
,- GENCY.
WHEREAS, at the present time many utility easemeata in
the City of Corpus Christi are blocked by rubbish, plants, trees,
shrubs and other obstructions, which said obstructions interfere
with the maintenance required for utilities in said city and
cause health hazards in said city; therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. It shall be unlawful for any person, firm or
corporation to place any rubbish or other cbstruotion in any util-
ity easement in the City of Corpus Christi, Taxes.
SECTION 2. It shall be unlawful for any person, firm or
corporation to plant bushes, trees or shrubs in any utility ease-
ment in the City of Corpus Christi, Texas.
SECTION 3. It shall be unlawful for any person, firm or
corporation owning any lot in the City of Corpus Christi, Texas,
to permit any rubbish, trees, bushes, shrubs or other obstructions
to remain in the utility easement on such lot.
SECTION 4- Any person, firm or corporation who shall
violate any of the provisions of this Ordinance shall be guilty of
-- a misdemeanor, and upon conviction shall be fined in any sum not
exceeding Two Hundred ( #200.00) Dollars, and each and every day's
violation shall constitute a separate and distinct offense. In case
the violator of this Ordinance shall be a corporation, the president,

vice - president, manager or any other officer of such corporation or
any agent or employee of such corporation shall be also severally
liable for the penalties herein provided.
SECTION 5. That if any part of this Ordinance is, or
should be held invalid for any reason, than that fact shall not in-
validate the entire Crdir— a, but the balance thereof shall remain
in full force and offset.
SECTION 6. The fact that many utility easements in the
City are obstructed by rubbish, shrubs, trees, bushes and other ob-
structions which create health bnzards, creates a public emergency
and imperative public necessity requiring the suspension of the-Charter
rule that no Ordinance or Resolution shall be passed finally on the
date it is introduced, and that such Ordinance or Resolution shall be
read at three several meetings of the City Council, and the Mayor hav-
ing declared that such public emergency and imperative necessity exist,
and having requested that such Charter rule be suspended, and that this
Ordinance be passed finally on the date of its introduction, and take
effect and be in full force and affect from and after its passage, IT
IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of
the foregoing Ordinance, a public emergency and an imperative
necessity exist for the suspension of the Charter rule or re-
quirement that no Ordinance or Resolution shall be passed fi-
nally on the date it is introduced and that such Ordinance or
Resolution shall be read at three several meetings of the City
Council; I, therefore, hereby request that you suspend said
Charter rule or requirement and pass this Ordinance finally
on the date it is introduced, or at the present meeting of the
City Council.
