` ADOPTING AND APPROVING THE FINAL PLANS AND
SPECIFICATIONS SUBMITTED BY GIBSON, WOOD &
WADE, ASSOCIATED ARCHITECTS, FOR THE ERECTION
OF THE MAIN BUILDING AND COMPLETION OF AN
"EMERGENCY DISASTER CENTER "; AND DIRECTING THE
_CITY SECRETARY OF THE CITY OF CCRPOS CHRISTI,
TEXAS, TO ADVERTISE IL1+.�DIATELY IN THE MANNER
PROVIDED BY THE CITY CHARTER FOR BIDS OIi TBE
WORM PROVIDED IN SAID PLANS AND SPECIFICATIONS;
AND- DECLARING AN EMERGENCY.
BE IT ORDAINED BY TEE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the final plans and specifications sub-
' mitted by James P. Gibson, William C. Wood and Henry H. Wade,
Associated Architects, submitted to the City Council on this date,
and on file in the Office of the City Secretary of the City of Corpus
Christi, Texas, said plans and specifications providing for the erec-
tion of the main building at and completion of an "Emergency Disaster
Center ", be, and they are hereby, approved and adopted for use on the
"Emergency Disaster Center" in the said City.
SECTION 2., The City Secretary of the City of Corpus Christi,
Texas, is hereby authorized and directed to advertise immediately for
bids on the work provided in the said final plans and specifications.
SECTION 3. The fact that the facilities for hospitalize -
tion in the City of Corpus Christi are inadequate and the facilities
for caring for the equipment of the local organization of the Texas
Defense Guard are inadequate, and that there is a need for an "Emer-
gency Disaster Center" in said City, and that such center will meet
such iftla dequacy of facilities, and the public health, safety and wel-
fare of the citizens of Corpus Christi will be greatly'. aided by the
establishment of an emergency dissater center, creates a public
emergency and an imperative public necessity requiring the suspension
of the Charter rule providing that no Ordinance or Resolution shall
be passed finally on the date it is introduced, and that such Ordinance
or Resolution shall be read at three several meetings of the City Council,

and the Mayor having requested that said Charter rule be suspended and
that this Ordinance talce effect and be in full force and effect from
and after its passage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing Ordinance, a public emergency and an imperative necessity
exist for the suspension of the Charter rule or requirement that
no Ordinance or Resolution shall be passed finally on the date it
is tatroduced and that such Ordinance or Resolution shall be read
at three several meetings of the City Council; I, therefore, hereby
request that you suspend said Charter rule or requirement and pass
this Ordinance finally on the date it is introduced, or at the
present meeting of the City Council.
