AN ORDINANCE
AUTHORIZING AND DIRECTING THE MAYOR AND
CITY CONTROLLER OF THE CITY OF CORPUS
CHRISTI, TEARS, TO EXECUTE FOR AND ON.
BEHALF OF SAID CITY, A CONTRACT BY AND
BETWEEN THE CITY OF CORPUS CHRISTI, TEXAS,
CORPUS CHRISTI INDEPENDENT SCHOOL DISTRICT
AHD GEORGE G. EHRENBCkG COMPANY,. APPRAISAL
ENGINEERS OF DALLAS, TEXAS, OPERATORS OF
A STANDARD UNIT SYSTEM OF REALTY VALUATIONS,
FOR THE PURPOSE OF EVALUATING CERTAIN PROPERTY
IN THE CITY OF CORPUS CHRISTI, TEXAS, AND
TEE CORPUS CHRISTI INDEPENDENT SCHOOL
DISTRICT; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEX9Ss
SECTION 1. That the Mayor and the City Controller of the
City of Corpus Christi, Texas, be, and they are hereby, authorized and direoted
to execute, for -and on behalf of said City, a contract by and between the City
of Corpus Christi, Texas, Corpus Christi Independent School District and
George G. Ehrenborg Company, Appraisal Engineers of Dallas, Texas, Operators
of a Standard Unit System of Realty Valuations, for the purpose of evaluating
all personal and real property within the City of Corpus Christi and the
Corpus Christi Independent School District, a copy of which contract is
attached hereto and made a part hereof, and reads as follows, to -wit=

TRIS AGRMMENT made and entered into this the

by and between George G. Ehronborg Company, Appraisal Engi-
neers of Dallas, Texas, Operators of a Standard Unit System
of Realty Valuations, Party of the First Part and the City
of Corpus Christi and Corpus Christi Independent School District,
Party of the Second Part*
W I T r E S S E T H
The Party of the First Part agrees to furnish
the Party of the Second Part the following services in the
methods of Realty Valuations for Taxation Purposes of all
lots and parcels of land and all improvements Within the City
of Corpus Christi and Corpus Christi Independent School Dtstriot.
1. Maps
The Party d' the First Part agrees to bring
to date all existing sectional maps and to furnish the Party
of the Second Part With one complete set of Sectional maps,
to suitable scale, showing all city blocks, lots, tracts,
thereof, made from existing records and When no such records
are available from aotual measurements on the grounds.
And also agrees to bring to date all existing
block maps and to furnish a block book shoving a map of each
block or tract drawn to suitable scale and also to furnish
ownership sheets for said block book showing all the owner-
ships, descriptions, presents value of lots and improvements,
With a space provided where the assessed valuation can be
placed. These ownership sheets to carry five lines for each
lot, so they will not have to be rewritten but every five
years. Ownerships to be taken from 1945 tax rolls and from
information gained in the field, or from County Records.

2. Land,
The Party of the First Part agrees to furnish the
services of experts in land valuation methods who will with
the help of a local board or two (2) men furnished by the
Party of the Second Part at no cost to Party of the First
Part ascertain the valuation at each single street to the
lots and parcels of land fronting thereon, This having been
done, the experts will compube the valuation of all lots and
parcels accurately and proportionately end truly according
to such unit foot valuations, and take in consideration de-
praciation for bad location, creaks, overflow, eta.
3. Building. and Improvements.
The Party of the First Part agrees to furnish the
aervioes of experts in building valuation methods, who will
measure and describe buildings and improvements upon lots end
parcels in the City of Corpus Christi and Corpus Christi independent
School District, applying factors of valuation and depreciation for each,
based upon the fair market oobt of new reproduction, with apecifio
depreciation, if any, expressed in one percentage, for con-
sideration of mechanical deterioration, obsolesoenoe, age and
lack of utility. Information and data for each building will
be tabulated on a permanent card record, showing the size
and class and kind, condition, number of stories, roof, etc.,
together with improvements such as fixtures, water, bath,
sewer and electric connections, with factors of valuation and
depreciation as ascertained by local investigation.
4. Exempt IAnds!
It is expressly understood that this service shall
not apply to land buildings within the City of Corpus Christi and Corpus
Christi Independent School District that are exempt from taxation.
§. Public Utilities, Industrial Plants, and Business
Personal Property,
The Par +y of the First Part agrees to furnish the
services of experts in the valuation of personal property and equipment
oonmonly used by Public Utilities and Industrial Plants. and to make
an appraisal of all such property and equipment. and also a valuation
of all business personal property such as stooks of merchandise,
fixtures& machinery and furniture used in carrying on business but
this contract shall not include personal property in homes$ automobiles,
jewelry, stooks and bonds or any intangible propertyj excluding also
any business personal property valued at less than $300.00,
6. General.
The Party of the First Part agrees to furnish an-
velopea, property designated as to block numbers and 'addition
names for the land computation and the building record cards, for all
lots and parolee within the City of Corpus Christi. Mueces County,
Texas. the Flirty of the First Part agrees that its experts in methods
of land and building valuation will instruct the Assessor in the present
use of the methods of valuation and oomputation, so that the system
installed my be continued and kept,up to date in the future.
It is agreed and understood that the City of Corpus
Christi will furnish the Party of the First Part a suitable place to work and
the use of the existing maps and other records of the City for use as far as they
may be useful.
7. Delivery and Fee.
The Party of the First Part agrees to complete the services
described herein within COS Hundred Eighty (180) days after the signing of this
agreements subject to the satisfaction of and acceptance by the Mayor and Board
of Commissioners.
It is understood and agreed that the Corpus Christi Independent
School District's proportionate pack of the total cost of this revaluation will be
40% and the City of Corpus Chrietils proportionate part will be 60%.
For the services to be rendered, the Party of the Second Part
agrees to pay the Party of the First Part the total sum of lweuty -Six Thousand
Five Hundred Dollars ($26,500.00), payable as folloffe,
Three Thousand Dollars ($3,000.00) Fifteen (15) days after starting of the work.
Thirty (30) days after starting of the work.

Three Thousand Dollars ($3,000.00) Sixty (60) days after starting of the work.

One Thousand Dollars ($1.000.00) Ninety (90) Days after starting of the work.

of the work.
One Hundred Fifty (150) Days after starting
of the work.
and Five Thousand 05,000.00) Dollars payable on Completion of the work

The field work to be started not later than
1945.
The Party of the 2. irut part shall sit on the Board of Equalization
in an advisory capacity to defend any values set under this contract without
Coat for ten (10) days. If additional time is required the Party of the First
Part shall be paid at a rate of Twenty-Five Dollars ($25.00) per day.

SECTION 2• The fact that the ,Corpus Christi Independent
School District and the City of Corpus Christi are very desirous of having
a revaluation of all public personal and real property and that it is to the
benefit and welfare of the City of Corpus Christi, and the citizens thereof,
that such property be evaluated immediately in order that same may be
properly placed upon the tax rolls of the City, oreates a public emergency
and an imperative public necessity requiring the suspension of the Charter
rule that no Ordinance or Resolution be passed finally on the date of its
introduction and that said Ordinance or Resolution shall be read at three
several meetings of the City Council, and the Mayor, in writing, having
declared that said emergency and imperative public necessity exist, and
having requested that said Charter rule be suspended and that this Ordinance
be passed finally on the date of its introduction, and that it be in effect
from and after its passage, IT IS, ACCORDINGLY, SO ORDAINED.

Gentlemen;
For the reasons set forth in the emergency clause of
the foregoing Ordinance, a public emergency and an imperative
necessity exist for the suspension of the Charter rule or re-
quirement that no Ordinance or Resolution shall be passed finally
on the date it is introduced, and that such Ordinance or Resolu-
tion shall be read at three several meetings of the City Council;
I, therefore, hereby request that you suspend said Charter rule
or requirement and pass this Ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
