Sestion 2. Th. the fact that the lessee in the fore-
going agreement as ready to Inlaid a Isuahung on the said leased

Texas, and the fact that improve-was at the municipal airport are
inmedietely necessary for the benefit of the public, creates public
emergency and public necessity requiring the suspension of the Charter
Rule providing that no Ordinance or Resolution shall be passed finally
on the date it is latrodueed, ana that such Ordinance or Resolution
shall be read at three several meetings of the City Council, hue the
Mayor having declared that such public necessity and public emergency
