CITY OF CORPUS CHRISTI, TEXAS
SPECIAL COUNCIL MEETING
July 22, 1974

Mayor Jason Luby called the meeting to order in the Council Chamber
of the City Hall, stating the purpose of the Special Meeting was to discuss the
proposed 1974-75 Budget.
City Manager Townsend stated this Special Meeting was for the purpose
of holding a Workshop Meeting. He presented the Council with three specific
lists of information the Mayor had requested the previous week: (a) City Employees
that make $10,000 or more per year and what their duties are; (b) A list of City
vehicles that go home at night; (c) A list of suggested payroll cuts.
Mayor Luby and Councilmen asked City Manager Townsend specific questions
relating to the total operating costs of the City's operations. City Manager
Townsend answered each question individually and stated to the Council that he would
supply them with supplemental written information on those questions not fully
answered.
The discussion evolved into matters connected with the Lo -Vaca Gathering
Co. issue. Mayor Luby stated the City should search for alternate supplies of
natural gas and take Lo -Vaca to court for failure to fulfill its contract; he added
the City should fire outside attorneys and consultants to cut costs and send our
own representatives to Austin.
City Manager replied that the City needed to have somebody in Austin
every day of the week to preserve our position and stay on top of the situation in
Austin.
City Attorney Riggs stated that he doubted there was a court in the state
that would take up any lawsuit on the cost of gas until the question was disposed
of by the Railroad Commission of Texas.

City Manager Townsend distributed and explained to the Council a
copy of Comparison of Sanitation Division Revenue and Expenditures of the
1973-74 and 1974-75 budgets.
Motion by Ricardo Gonzalez, seconded by Acuff and passed, that the
Police Youth Program begin January 1, 1975, regardless of the federal grant.
At this point, the Goals for Corpus Christi program was discussed.
Commissioner Branch suggested that the representatives of this group come
before the Council to make a presentation of this program and the Council
agreed.
City Manager Townsend pointed out that the official budget hearing
is still set for Wednesday, July 24th, but if Council is unable to complete
the hearing, it could be recessed to a date no later than Wednesday, July 31,
1974.
City Manager Townsend announced there would be a closed meeting to
discuss personnel matters at the Workshop Meeting Wednesday, July 24, 1974.
There being no further business to come before the Council, the
meeting was adjourned at 5:05 p.m.
