AUTHORIZING AND DIRECTING THE CITY
MANAGER OF THE CITY OF CORPUS CHRISTI,
TEXAS, TO MCUTE A CONTRACT BY AND BE-
TWEEN THE CITY OF CORPUS CHRISTI, TEXAS,
AND BARER & SMITH FOR THE CONSTRUCTION
OF CERTAIN JXPROVEMENTS DESCRIBED AS
FOLL00% BAYFRONT STORM PROTECTION CON-
CRETE GROINS AT COLE PARK AND SOUTH
SECTION OF SEAWALL; APPROPRIATING MONEY
FOR SUCH PURPOSE; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager is hereby
authorized and directed to execute for and on behalf of
the City of Corpus Christi, Texas, a contract for the con-
struction of certain improvements described as follows:
Bayfront storm protection concrete groins at Cole Park and
south section of seawall, which contract has been awarded to
Bauer and Smith in accordance with the plans and specifications
and contract documents as filed with the Council on December
10, 1946, and according to the bid of said Bauer and Smith
opened on the 3rd day of January, 1947, the said bid of Bauer
and Smith being the lowest and moat advantageous to the City.
SECTION 2. There is hereby appropriated the sum of $118,963.20
from the Seawall and Breakwater Construction Fund No. 258 for the purpose
of paying the cost of such bayfront protection program under the above and
foregoing contract.
SECTION 3. The fact that it is to the great and beneficial
interest of the City of Corpus Christi, Texas, that such improvements be
immediately begun and that such improvements will protect the Bayfront
of the City of Corpus Christi from storms and other damage and that such
improvements are badly needed, creates a public emergency and an imperative
public necessity and requires the suspension of the Charter rule that no
ordinance or resolution be passed finally on the date of its introduction
and that said ordinance and resolution shall be read at three several
meetings of the City Council and the Mayor, in writing, having declared
that said emergency and imperative public necessity exist, and having
requested that said Charter rule be suspended, and that this ordinance
be passed finally on the date of its introduction, and that it be in
effect from and after its passage, IT IS, ACCORDINGLY, SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of
the foregoing ordinance, a publio emergency and imperative
necessity exist for the suspension of the Charter rule or requirement
that no ordinance or resolution shall be passed finally on the date
it is introduced, and that such ordinance or resolution shall be read
at three several meetings of the City Council; I, therefore, hereby
request that you suspend such Charter rule or requirement and pass
this ordinance finally on the date it is introduced, or at the present
meeting of the City Council.

Gentlemen:
I have examined the accounts and fund from which the
appropriation is made, as provided for in the ordinance attached
hereto, and I do certify that the money required for such appropri-
ation is in the Treasury to the credit of the fund from which such
appropriation is to be drawn, and that there are monies in such fund
which are not appropriated for any other purpose and which are avail-
able at this time.
