AUTHORISING AND DIRECTING THE CITY
MANAGER OF THE CITY OF CORPUS CHRISTI,
TEXAS, TO EXECUTE A CONTRACT BY AND
BETWEEN THE CITY OF CORPUS CHRISTI,
TEAS, AND BAUER AND SMITH FCR THE CON-
STRUCTION OF CERTAIN IMPROVEMENTS DE-
SCRIBED AS FOLLOWS: BAYFRONT STORM
PROTECTION CONCRETE CORPS WALL ON NORTH
AND SOUTH BREAKWATERS; APPROPRIATING
MONEY FOR SUCH PURPOSE; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEMa
SECTION 1. That the City Manager is hereby authorized
and directed to execute for and on behalf of the City of Corpus
Christi, Texas, a contract for the construction of certain
improvements described as follows: Bayfront storm protection
concrete core wall on north and south breakwaters, which contract
has been awarded to Bauer and Smith in accordance with the
plans and specifications and contract documents as filed with
the Council on December 10, 1946, and according to the bid of
said Bauer and Smith opened on the 3rd day of January, 1947,
the said bid of Bauer and Smith being the lowest and most
advantageous to the City.

SECTION 2. There is hereby appropriated the sum of $62,355.40
from the Seawall and Breakwater Construction Fund No. 258 for the purpose
of paying the cost of such bayfront storm protection program under the
above and foregoing contract.
SECTION 3. The fact that it is to the great and beneficial
interest of the City of Corpus Christi, Texas, that such improvements be
immediately begun and that such improvements will protect the Bayfront
of the City of Corpus Christi from storms and other damage and that such
improvements are badly needed, creates a public emergency and an imperative
public necessity and requires the suspension of the Charter rule that no
ordinance or resolution be passed finally on the date of its introduction
and that said ordinance and resolution shall be read at three several
meetings <f the City Council and the Mayor, in writing, having declared
that said emergency and imperative public necessity exist, and having
requested that said Charter rule be suspended, and that this ordinance
be passed finally on the date of its introduction, and that it be in
effect from and after its passage, IT IS, ACCORDINGLY, SO ORDAINED.
PASSED AND APPROVED this 7th day of January, A. D., 1947.

Gentlemen:
For the reasons set forth in the emergency clause of
the foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three several meetings of the City Council; I, therefore, hereby
request that you suspend such Charter rule or requirement and pass
this ordinance finally on the date it is introduced, or at the present
meeting of the City Council.

Gentlemen.
I have examined the accounts and fund from which the
appropriation is made, as provided for in the ordinance attached
hereto, and I do certify that the money required for such
appropriation is in the Treasury to the credit of the fund from
which such appropriation is to be drawn, and that there are monies
in such fund which are not appropriated for any other purpose and
which are available at this time.
