Mayor Pro Tem James T. Acuff called the meeting to order in the Council
Chamber of the City Hall, stating the purpose of the Special Meeting was to hold
public hearings on zoning applications and any other business as may properly come
before the Council.
Mayor Pro Tem Acuff explained that the three cases scheduled for this
hearing at this time are all subject to the 20 percent rule, and since there are
only four members of the Council present, and after consulting with attorneys
representing the property owners, it would be his recommendation that the hearings
on these applications be recessed for a future date when all members of the Council
are present to hear arguments from both sides. He suggested the date of September
25, 1974 at 3:00 p.m.
Mr. John F. Nicholson, 221 Oak Ridge, stated he owns property at 3801
Waldron Field Road which is presently zoned Primary Business District and he planned
to start a business in Flour Bluff contingent on the outcome of this hearing. He
urged the Council to proceed with the hearing as scheduled.
Mr. Jon Held, developer, stated the 180 acres which he owns is one of
the critical areas in question and asked the Council to consider a suggestion
made by the Chairman of the Planning Commission for creation of a "residential
estate" zone which would allow only one home per acre on the land in question. He
stated this plan would be acceptable to him.
Motion by Tom Gonzales, seconded by Branch and passed, that the public
hearing on Application 4C674-4, City of Corpus Christi, for change of zoning from
