AUTHORIZING AND DIRECTING THE CITY AIANAGER Or
THE CITY OF CORPUS CHRISTI, TEXAS, TO EXECUTE
A CONTRACT BY AND BETVPnEN THE CITY OF CORPUS
CHRISTI, TEXAS, AND BROWN & ROOT, INC., A COR-
PORATION, FOR TIE CONSTRUCTION OF STORM SEWER
MAIN AND APPURTENANT STRUCTURES ON AYRES AND
TARLETON STREETS IN THE CITY OF CORPUS CHRISTI,
TEXAS; APPROPRIATING YONEY FOR SUCH PURPOSE;
AMID DECLARING AN EISRGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THL CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the City Manager is hereby authorised and
directed to execute for and on behalf of the City of Corpus Christi,
Texas, a contract for the construction of storm sewer main and appur-
tenant structures on Ayres and Tarleton Streets in Corpus Christi,
Texas, which contract has been awarded to Brown & Root, Inc., a cor-
poration, in accordance with the plans and specifications and contract
documents as filed with the City Council on January 24, 1947, and ac-
cording to the bid of said Brown & Root, Inc., opened on the 24th day
of January, 1947, the said bid of Brown & Root, Inc., being the lowest
and most advantageous to the City.
SECTION 2. There is hereby appropriated the sum of 017,000.00
from the Street Improvement Fund No. 220 for the purpose of paying the
cost of such storm sewer main and appurtenant structures under the above
and foregoing contract.
SECTION 3. The fact that it is to the great and beneficial
interest of the City of Corpus Christi, Texas, that such improvements
be immediately begun and that such improvements will improve the storm
water drainage situation in the City of Corpus Christi creates a public
emergency and public imperative necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally
on the date it is introduced and that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor
having declared that such public emergency and imperative necessity exist,
and having requested that such Charter rule be suspended, and that
this ordinance be passed finally on the date of its introduction and
take effect and be in full force and effect from and after its passage,
IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I. therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the
City Council.

Gentlemen:
I have examined the account and fund from which the
appropriation is made, as provided for in the ordinance attached
hereto, and I do certify that the money required for such approp-
riation is in the Treasury to the credit of the fund from which
such appropriation is to be drawn, and that there are monies in
such fund which are not appropriated for any other purpose and
which are available at this time.
