HomeMy WebLinkAbout02035 ORD - 02/18/1947AN ORDINANCE fix' ✓ - .: - AMENDING ORDINANCE NO. 1781, BEING "AN ORDINANCE SETTING UP, CREATING, AND DIVIDING THE CITY OF CORPUS CHRISTI, TEXAS, INTO 21.WARDS, DESCRIBING THE BOUNDARIES THEREOF; - REPEALING ALL ORDINANCES AND PARTS OF ORDINANCE IN CONFLICT THEREWITH, AND DECLARING 91 EMERGENCY ", WHICH SAID ORDINANCE IS.DATED THE 27th DAY OF FEBRUARY, 1945, AND IS RECORDED IN VOLum 14, PAGE 331 OF THE ORDINANCES AND RESOLUTIONS BOOK; AND ALL A)MMUENTS TO SAID ORDINANCES, ESPECIALLY AMENDMENT NO. 1976, RECORDED IN VOLUME 15, PAGE 132 OF THE ORDINANCES AND RESO- LDTIONS BOOK; REPEALING ALL ORDINANCES IN CONFLICT THEREWITH, AND DECLARING AN EMERGENCY. WBEREAS, the City Council of the City of Corpus Christi, Texas, on February 27, 1945, passed and approved an ordinance setting up, creating, and dividing the City of Corpus Christi, Texas, into twenty -one wards and describing the boundaries thereof; and WHERE&S, on the 17th day of September, A. D., 1946, the City Council of the City of Corpus Christi, Texas, passed and ap- proved an amendment to said ordinance, and by virtue of said amend- ment created and divided the City of Corpus Christi, Texas, into twenty -two wards and described the boundaries thereof; and WHEREAS, since the ordinance of February 27, 1945, was passed and the amendment thereto, it has become necessary in order to secure proper voting facilities for the citizens of this City to make a change in and to said City Ward No. 22 and by creating a new City Ward to be City Ward No. 23; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS, SECTION 1. Ordinance No. 1781, passed and approved by the City Council of the City of Corpus Christi on the 27th day of February, A. D., 1945, and contained in Volume 14, Pages 331-336 of the Ordinances and Resolutions records of the City of Corpus Christi and entitled; "AN ORDINANCE SETTING UP, CREATING, AND DIVIDING THE CITY OF CORPUS CHRISTI, TEXAS, INTO TWENTY -ONE WARDS; �- DESCRIBING THE BOUNDARIES THEREOF, REPEALING ALL ORDINANCES AND a ors PARTS OF ORDINANCES IN CONFLICT THEREWITH, AND DECLARING AN EMERGENCY ", and all amendments to aforesaid ordinances, especially the amendment to said ordinance passed and approved by the City Council of the City of Corpus Christi on the 17th day of UePtember„ A. D., 1946, same being Ordinance No. 1976 of record in Volume 15, Page 132 of the Ordinances and Resolutions Book of the City of Corpus Christi be amended as follows; "That City Ward No. 11 as described in Section 1 of Ordinance 1976 amending Ordinance 1781 be amended so as to read hereafter as follows, to -wits Beginning at the.intersection of the center line of Eighteenth Street and the center line of South Staples Street (Colorado Avenue); thence, in a southerly and southeasterly direction with the center line of South Staples Street (Colorado Avenue), same being Dump Road, to its intersection with a line that is 150 feet south- west of and parallel to the center line of Everhart Road and its extensions; thence, in a southwesterly direction with a line that is 150 feet southeast of and parallel to the center line of Everhart Road to its in- tersection with a line that is 180 feet southwest of and parallel to the center line of Gollihar Road; thence In a northwesterly direction with a line and its exten- sions that is 180 feet southwest of and parallel to the center line of Gollihar Road to a point in the east property line of Lot 16, Section 5, Range 9 of the Gugenheim & Cohn Farm lots; thence in a northerly direction with the east property line of Lots 16, 9 and 8, Section 5, Range 9, Gugenheim and Cohn Farm Lots, to the south boundary line of the Municipal Airport, Corpus Christi, Texas, same being the pres- ent city limits line; thence in a westerly direction with the south line of the Municipal Airport, Corpus Christi, Texas, same being the present city limits line to the east line of the Brownsville Road; thence in a northeasterly direction with the east boundary line of Brownsville Road, to the intersection with the east boundary line of Airport Road extended; thence in a southerly direction with an extension of the east boundary line of Airport Road to an intersection with the northeastern property line extended, Lot 12, Block "G" Paisley's Subdivision of the Hoffman Tract; thence .in a southeasterly direction with the extension of the northeastern property line of Lot 12, Block "G ", Pais - leyts Subdivision of the Hoffman Tract, crossing Rabbit Run Road and continuing with said.northeastern boundary of said Lot 12, Block "G ", Paisley's Subdivision of the Hoffman Tract, to the southwestern corner of said Lot 6, Block "G" and being the extreme western corner of San Diego Addition; thence, continuing in a south- easterly direction with the southwestern property line -2- of Lot 6, Block "G ", Paisley's Subdivision of the Hoffman Tract, same being the southwestern boundary line of San Diego Subdivision; and continuing with the southwestern boundary line of Broadmoor Park No. 3 Addition and the northeastern boundary line of U. S. H. A. Housing Project La Armada Nos. 1 and 2 to its intersection with the - center line of Ayres Street; thence in a northeasterly direction with the center line of Ayres Street to its intersection with the center line of Baldwin Boulevard; thence in a southeasterly direction with the center line of Baldwin Boulevard to its intersection with the oenter line of Eighteenth Street; thence in a southeasterly direction with the center line of Eighteenth Street to its intersection with the center line of South Staples Street, the place of beginning." That City Ward No. 22 as described in Section 1 of Ordinance No. 1976 amending Ordinance No. 1781 be amended so as to read hereafter as follows, to -wit: "City Ward No. 22 shall comprise and shall include that area bounded as follows, to -wit: Beginning at the intersection with the western property line of Port Avenue and the south right -of- way line of the Texas Mexican Railroad; thence in a westerly direction with the North R.O.W. line of State Highway No. L4 and the south line of the Texas Mexican Railroad right- of-way to its intersection with the center line of Virginia Street; thence in a southerly direc- tion with the center line of Virginia Street to its intersection with the center line of Baldwin Boulevard; thence in a southeasterly direction with the center line of Baldwin Boulevard to its intersection with the center of Morgan Street; thence in a southeasterly direction with the center line of Morgan Avenue to its intersec- tion with the eastern property line of South Port Avenue; thence in a northerly direction with the eastern property line of South Port Avenue to its intersection with the south property line of Agnes Street; thence west across Port Avenue to the southwest corner of the intersection of Port Avenue and Agnes Street; thence in a northeasterly direction with the west property line of Port Avenue to its intersection with the south right -of -sway line of the Texas Mexican Railroad right -of -way the place of beginning.. That there is added to Section 1 of said Ordinance No. 1781 as amended by Section 1 of Ordinance No. 1976, another para- graph being and covering City Ward No. 23, and the some shall be and hereafter read as follows, to-wit: -3- "City ward No. 23 shall comprise and shall include that area bounded as followss Beginning at the point of intersection of the center line of Morgan Avenue and the east property line of south Port Avenue; thence in a westerly direction with the center line of Morgan Avenue to its intersection with the center line of Baldwin Boulevard; thence in a north- westerly direction with the center line of Baldwin Boule- vard to its intersection with the center line of Virginia Street; .thence in a northerly direction with the center line of Virginia Street to its intersection with the south property line of the Texas - Mexican Railroad right - of -way, same being the north right- of-way line of State Highway No. %IF; thence in a westerly direction with the north right- of-way line of State Highway No. W, same being the south property line of Texas Mexican Railroad right-of-way to its intersection with east property line of Old Robstown Road and /or Airport Road; thence in a southerly direction with the east boundary line of Airport Road, crossing Brownsville Road and continuing with-the extension of the east boundary line of the Airport Road to its intersection with the northwesterly extension of northeastern property line of Lots 12, Block "G ", Pais- ley's Subdivision of the Hoffman Tract, and the north eastern boundary line of Harlem Park Addition; thence in a southeasterly direction with the extension of the north- eastern boundary line of Harlem Park Addition and Lot 12, Block "G ", Paisley's Subdivision of the Hoffman Tract, crossing Rabbit Run Road and continuing with the north- eastern property line of said Lot 12, Block "G ", Pais- ley's Subdivision of Hoffman Tract to the extreme western corner of San Diego Addition; thence in a northeasterly direction with the northwest property line of Lot 6, Block "G ", Paisley's Subdivision of the Hoffman Tract, same being the northwestern boundary line of San. Diego Addition, to the extreme northern corner of said sub- division; thence in a southeasterly direction with the northeast property line of Lot 6, Block "G ", Paisley's Subdivision of the Hoffman Tract, same being the north- eastern boundary line of San Diego Addition to its inter- section with the east property line of south Port Avenue; thence in a northerly direction with the eastern property line of south Port Avenue to its intersection with the center line of Morgan Avenue, the place of beginning. SECTION 2. That all ordinances and parts of ordinances in conflict herewith are hereby repealed. SECTION 3. The fact that a new division of wards is re- quired immediately to insure adequate voting facilities for the voters of Corpus Christi, Texas, and the fact that new territory has been annexed by the City since the last general city election necessitates a new division of wards and creates a public emergency and imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emergency and imperative necessity exist, and having requested that such Charter rule be suspended, and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY ORDAINED. D., 1947• MAYOR City of Corpus Christi, Texas ATTE ") City Secretary / APPROVED AS TO LEGAL F Mz City Attorn6y —5— February /d , 1947 Corpus Christi, Texas TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
