APPROPRIATING MONEY FROM STREET IMPROVEMENT
FUND FOR THE PURCHASE OF RIGHT OF WAYS IN .
CONNECTION WITH WIDENING AND PAVING MORGAN
STREET, AND DECLARING AN EMERGENCY.
WHEREAS, it is necessary that Morgan Street in the City
of Corpus Christi, be widened and paved; and
WHEREAS, to do so it is necessary to obtain right of ways
from Maggie M. Stafford of the following property, to -wit:
All that certain tract or parcel of land, being situated in
Nueces County, Texas, and within the corporate limits of the City of
Corpus Christi, Texas, and being a triangular tract of land lying west
of Lot 1, Block 20, Segrest Addition, and being Lot 3, Block 20, Segrest
Addition and more particularly described as follows:
Beginning at a point in the north boundary line of Heinley
Street, said point also being in the south boundary line of Block 20
and the west boundary line of an 18.0 foot alley in said block, and
being 18.0 feet west of the extreme west corner of Lot 1, Block 20,
Segrest Addition.
Thence in a northwesterly direction with the northeasterly
boundary line of Heinley Street, a distance of 65.4 feet to its inter-
section with the south boundary line of Morgan Street for the west
corner of Lot 3, Block 20, Segrest Addition.
Thence easterly with the south boundary line of Morgan Street,
a distance of 75.14 feet to a point in said line for a corner, said
point being in the western boundary line of an 18.0 foot alley in
Block 20, Segrest Addition.
Thence in a southerly direction with the west boundary line
of an 18.0 foot alley in Block 20, Segrest Addition, a distance of
36.95 feet to the place of beginnings and
'JVdEREAS, the City Council has determined that the said right
of ways be purchased from Maggie 11. Stafford, the owner of said land; and
WHEREAS, the estimated cost of purchasing the land aforesaid
is the sum of Three Thousand Dollars 03,000.00); and
WHEREAS, there are sufficient funds in the Street Improvement
Fund No. 220 which is now unencumbered and which funds are available for
this purpose,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF T=-CITY
OF CORPUS CHRISTI, TMUS:
SECTIO14 1. That there is hereby appropriated the sum of Three
Thousand Dollars 03,000.00) from the Street Improvement Fund No. 220
which money is to be used for the purchase of the premises for the right
of ways above mentioned.

SECTION 2. The fact that it is essential, to the general
welfare of the citizens and to relieve the congestion of traffic on
Morgan Street and in that vicinity, that Morgan Street be widened and
paved creates a public emergency and public imperative necessity .
requiring the suspension of the Charter rule that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor having declared that such
public emergency and imperative necessity exist, and having requested
that such Charter rule be suspended, and that this ordinance be passed
finally on the date of its introduction, take effect and be in full
force and effect from and after its passage, IT IS ACCORDINGLY 30 ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.

Gentlemen:
I have examined the accounts and fund from which the
appropriation is made, as provided for in the ordinance attached
hereto, and I do certify that the coney required for such approp-
raition is in the Treasury to the credit of the fund from which
such appropriations is to be drawn, and that there are monies in
such fund which are not appropriated for any other purpose and
which are available at this time.
