HomeMy WebLinkAbout02066 ORD - 04/22/1947AN ORDINANCE SETTING UP, CREATING AND DIVIDING THE CITY OF CORPUS CHRISTI, TEXAS, INTO NINE (9) WARDS; DESCRIBING THE BOUNDARIES THEREOF; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HMEWITH, AND DECLARING AN EMERGENCY. WBEREAS, due to recent growth expansion of territory within the corporate limits of the City of Corpus Christi, Texas, it is deemed necessary to change the City wards of the City of Corpus Christi in order to secure better voting facilities for the citizens of Corpus Christi; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City of Corpus Christi, Texas, as its boundaries now exist is hereby divided into nine (9) wards and the metes and bounds of said wards shall be as follows, to -wit: City Ward No. One (1) shall comprise and shall include the area bounded as follows, to-wit: Beginning at the intersection of the center line of Leopard Street and the center line of N. Staples Street; thence, in a northerly direction with the centerkne of N. Staples Street to its intersection with the center line of Cabra Street; thence, in a northeasterly direction with the center line of Cabra Street to its intersection with the center line of 'u➢. Broadway; thence, in a northwesterly and westerly direction with the center line of W. Broadway Street to its intersection with the center line of N. Port Avenue; thence, due north with a line to its inter- section with the center line of the Ship Channel; thence, in a westerly direction with the center line of the Ship Channel to its intersection with the original western City Limits line as surveyed by C. F. H. v. Blucher in August, 1883; thence north with the original western City Limits line to the original northwest corner of said City Limits; thence, east with the original Northern City Limits line to its intersection with the center line of Avenue F extended of Brooklyn Subdivision; thence, in a northerly direction with the center line of Avenue F crossing the southern shore line of Nueces Bay and continuing along said center line extended to a point which bears north 320 east 700 feet from the center line of Hull St. (34th St.) in Brooklyn Addition; thence southeast to a point in the south edge of the south abutment of the draw -span of Nueces Bay Causeway on State Hiway # 16; thence; due east parallel to the original northern City Limits line to the intersection of this course with the east boundary line of the original City Limits produced; thence, due south with the original City Limits line to its intersection with the center line of Lawrence Street extended; thence, in a northwesterly direc- tion with the center line of Lawrence Street and its extensions to its intersection with the center line of Upper N. Broadway; thence north with the center line of Upper North Broadway to its intersection with the center line of Leopard Street; thence, westerly with the center line of Leopard Street to its extension with the center line of N. Staples Street, the place of beginning. City Ward No. Two (2) shall comprise and shall include the area bounded as follows, to -wit: Beginning at the intersection of the center line of Leopard Street and the center line of N. Staples Street; thence, in a southerly direction with the center line of N. Staples Street and the center line of S. Staples Street to its intersection with the center line of Naples Street; thence, in a northeasterly direction with the center line of Naples Street to its intersection with the shore line of Corpus Christi Bay; thence, in a southeasterly direction of the shore line of Corpus Christi Bay to its intersection with the original South City Limits line as surveyed by C. F. H. v. Blucher in August, 1883; thence, in an easterly direction with the said original City Limits line to the original south- east corner of said City Limits as surveyed by C. F. H. v. Blucher in 1883; thence, in a northerly direction with the original City Limits line as surveyed by C. F. H. v. Blucher in August, 1883, to its intersection with the center line of Lawrence Street extended; thence, in a northwesterly direction with the center line of Lawrence Street and its extensions to -2- its intersection with the center line of Upper N. Broadway; thence, in a northerly direction with the center line of Upper N. Broadway to its intersection with the center line of leopard Street; thence, in a westerly direction with the center line of Leopard Street to its inter- section with the center line of N. Staples Street, the place of beginning. City Ward No. Three (3) shall comprise and shall include that area bounded as follows, to -lwitt Beginning at the intersection of the center line of S. Staples Street and the center line of Morgan Avenue; thence, in a southerly and southwesterly direction with the center line of S. Staples Street tD its intersection with the center line of Naples Street; thence, in a south- westerly direction of the center line of Naples Street to its intersection with the center line of 18th Street; thence, in a northwesterly direction with the center line of 18th Street to its intersection with the center line of Ayers Street; thence, in a southwesterly direction with the center line of Ayers Street to its intersection with the north boundary line of La Armada #1 and La Armada -*; thence in a northwesterly direction with the north boundary lines of La Armada #1 and La Armada J2, the same being the south boundary line of Broadmoor Park Subdivision #3 to its inter- section with the center lino of S. Port Avenue; thence, in a northerly direction with the center line of S. Port Avenue to its intersection with the center line of Morgan Avenue; thence, in a easterly direction with a center line of Morgan Avenue to its intersection with the center line of S. Staples Street, the place of beginning. City ;lard No. Four (4) shall comprise and shall include that area bounded as follows, to -wit: Beginning at the intersection of the center line of S. Staples Street and the center line of Morgan Avenue; thence, in a westerly direc- tion with the center line of Morgan Avenue to its intersection with the center line of S. Port Avenue; thence, in a northerly direction with the center line of S. Port Avenue to its intersection with the center line of the Texas- Mexican Railway; thence, in an easterly direction with the center -3- line of the Texas - Mexican Railway to its intersection with the center line of S. Staples Street; thence, in a southerly direction with the center line of S. Staples Street to its intersection with the center line of Morgan Avenue, the place of beginning. City Ward No. Five (5) shall comprise and shall include that area bounded as follows, to -wit: Beginning at the intersection of the center line of Leopard Street and the center line of N. Staples Street; thence, in a southerly direction with the center line of N. Staples Street to its intersection with the center line of the Texas - Mexican Railway; thence, in a westerly direction with the center line of the Texas - Mexican Railway to its inter- section with the center line of Port Avenue; thence, in a northeasterly direction with the center line of N. Port Avenue to its intersection with the center line of Bluntzer Street; thence, in a northerly direction with the center line of Bluntzer Street to its intersection with the center line of Comanche Street (San Patricio Road); thence, westerly with the center line of Comanche Street (San Patricio Road) to its intersection with the center line of Palm Drive; thence in a northerly direction with the center line of Palm Drive to its intersection with the center UVA of Leopard Street; thence, in an easterly direction with the center line of Leopard Street to its intersection with a center line of N. Port Avenue; thence, in a northeasterly direction with the center line of N. Port Avenue to its intersection with the center line of West Broadway; thence, in an easterly and southeasterly direction with the center line of West Broadway to its intersection with the center line of Cabra Street; thence, in a southwesterly direction with the center line of Cabra Street to its intersection with the center line of N. Staples Street; thence, in a southerly direction with the center line of N. Staples Street to its inter- section with the center line of Leopard Street, the place of beginning. City Ward No. Six (6) shall comprise and shall include theb area bounded as follows, to -wit: -4— Beginning at the intersection of the center line of the Texas - Mexican Railway and the center line of Port Avenue; thence, in a westerly direction with the center line of the Texas - Mexican Railway to its inter- section with the east boundary line of Baldwin Boulevard; thence, in a northerly direction with the east boundary line of Baldwin Boulevard to its intersection with the southwestern boundary line of a 60 foot road connecting Baldwin Boulevard and Robstown Road, said 60 foot road lying between the Texas - Mexican tracks and the Glen Royal Sub - division to the City of Corpus Christi, Texas; thence, in a southeasterly and easterly direction with the southeast boundary line of a 60 foot road connecting Baldwin Boulevard and the Robstown Road to its intersection with the east boundary line of Robstown Road; thence, in a northerly direction with the east boundary line of Robstown Road to its intersection with the southwest property line of Glen Royal Subdivision extended; thence, in a northwesterly direction with the southwest boundary line of Glenn Royal Subdivision and Villa Gardens Subdivision to the extreme west corner of Villa Gardens Subdivision, same being the extreme south corner of the Sturm 89 acre tract; thence, in a northeasterly direction with the southeast boundary line of the Sturm 89 acre tract, same being the northwest boundary line of Villa Gardens and crossing State Highway and continuing with the same line to the eastern corner of said Sturm 89 acre tract, said corner being in the southwest boundary line of Old Shell Road (Up River Road); thence, across Old Shell Road (Up River Road) to the intersection of the east line of Poth Lane with the northeast boundary line of Old Shell Road (Up River Road); thence, in a northeasterly direction with the east line of Poth Lane to its intersection with the south line of Gibson Street (Parr Drive); thence, in a southeasterly direction with the south line of Gibson Street (Parr Drive) to its inter- section with the center line of Retama Avenue; thence, southwesterly with the center line of Retsma Avenue to the northern corner of Oak Lawn Subdivision; thence, in a southeasterly direction with the northeast boundary line of Oak Lawn Subdivision to the eastern corner of said sub- division, same corner being the northern corner of the Southwestern 0 k R -5- ComPWW 32.2 acre tract and continuing with the east line of the said Southwestern 0 & R Company tract to its eastern corner in the northwest boundary line of Baymoor Subdivision; thence, northeasterly with the northwestern boundary line of Baymoor Subdivision to the northern corner of said subdivision; thence, southeasterly with the northeastern boundary line of Baymoor Subdivision to its intersection with the eastern boundary line of Nueces Bay Boulevard; thence, northeasterly with the eastern boundary line of Nueces Bay Boulevard to its intersection with the original City Limits line as surveyed by C. F. H. v. Blucher in August, A. D. 1883; thence in a northerly direction with the original western City Limits line to its intersection with the center line of the Ship Channel; thence, in a southeasterly and easterly direction with the center line of the Ship Channel to a point that is due north of the intersection of the center line of N. Port Avenue and its intersection with the center line of W. Broadway; thence, due south to the intersection of the center line of N. Port Avenue and the center line of w. Broadway; thence, in a southwesterly direction with the center line of N. Port Avenue to its intersection with the center line of Leopard Street; thence, in a westerly direction with the center line of Leopard Street to its intersection with the center line of Palm Drive; thence in a southerly direction with the center line of Palm Drive to its intersection with the center line of Comanche Street (San Patricio Road); thence in an easterly direction with the center line of Comanche Street (San Patricio Road) to its intersection with the center line of Bluntzer Street; thence, in a southerly direction with the center line of Bluntzer Street to its intersection with the center line of N. Port Avenue; thence, in a southwesterly direction with the center line of N. Port Avenue to its intersection with the center line of the Texas- Mexican Railway, the point of beginning. City Ward No. Seven (7) shall comprise and shall include that area bounded as follows, to -writ: Beginning at the intersection of the center line of the Texas - Mexican Railway and the center line of Port Avenue; thence, in a southerly -6- direction with the center line of S. Port Avenue to its intersection with the southwest boundary line of San Diego Subdivision extended; thence, in a northwesterly direction with the southwest boundary line of San Diego Subdivision, Casa Blanca Subdivision, Carver Subdivision #2 and their extensions to an intersection with the east boundary line of Airport Road extended; thence, in a northerly direction with the exten- sion of the east boundary line of Airport Road to its intersection with the south boundary line of the Old Brownsville Road; thence, in a south- westerly direction with the southeast boundary line of the Old Brownsville Road to its intersection with the South boundary line of Block 16 of the Russell Farm Blocks; thence, in a westerly direction with the extension and with the south boundary line of Block 16, Russell Farm Blocks to the southwest corner of said Block 16; thence, in a northerly direction with the west boundary line of Blocks 16 and 17, Russell Farm Blocks to its intersection with the south boundary line of the Texas State Highway ; thence, in an easterly direction with the south right- of-way line of the Texas State Highway J�+ to its intersection with the east boundary line of Baldwin Boulevard; thence, in a northerly direction with the east boundary line of Baldwin Boulevard to its intersection with the center line of the Texas- Mexican Railway; thence, in an easterly direction with the center line of the Texas- Mexican Railway to its intersections with Port Avenue, the place of beginning. City Ward No. Eight (8) shall comprise and shall include that area bounded as follows, to -wit: Beginning at the intersection of the center line of 18th Street and the center line of S. Staples Street (Colorado Avenue); thence in a southerly and southeasterly direction with the center line of S. Staples Street (Colorado Avenue), same being Dump Road, to its intersection with a line that is 150 feet southeast of and parallel to the center line of Everhart Road and its extensions; thence, in a southwesterly direction with a line that is 150 feet southeast of and parallel to the center line of Everhart Road to its intersection with a line that is 180 feet southwest _7- of and parallel to the center line of Gollihar Road and its extensions; thence in a northwesterly direction with a line that is 180 feet south- west of and parallel to the center line of Gollihar Road and its exten- sions to a point in the east property line of Lot 16, Section 5, Range 9 of the Guggenheim and Cohn Farm Lots; thence, in a northerly direction with the east property line of Lots 16, 9 and 8, Section 5, Range 9, Guggenheim and Cohn Farm Lots to the south boundary line of the Municipal Airport, Corpus Christi, Texas, same being the present City Limits line; thence, in a westerly direction with the south line of the Municipal Airport; Corpus Christi, Texas, same being the present City Limits line, to the southeast boundary line of the Old Brownsville Road; thence, in a northeasterly direction with the southeast boundary line of the Old Brownsville Road to its intersection with the east boundary line of Air- port Road extended; thence, in a southerly direction with the extension of the east boundary line of Airport Road to its intersection with the southwest boundary lines of San Diego, Casa Blanca and Carver #2 Additions extended; thence in a southeasterly direction with the extension and the southwest boundary line of Carver Addition W2, Casa Blanca Addition, San Diego Subdivision, Broadmoor Park Addition #j and its extensions to its intersection with the center line of Ayers Street; thence, in a north- easterly direction with the center line of Ayers Street to its intersection with the center line of 18th Street; thence, in a southeasterly direction with the center line of 18th Street to its intersection with the center line of S. Staples Street, the place of Beginning. City Ward No. Nine (9) shall comprise and shall include that area bounded as follows, to -wit: Beginning at the intersection of the center line of Naples Street and the center line of 18th Street; thence, in a southeasterly direction with the center line of 18th Street to its intersection with the center line of S. Staples Street (Colorado Avenue); thence, in a southerly and southeasterly direction with the center line of S. Staples Street (Dump Road) to its intersection with a line that is 150 feet southeast of and -8- parallel to the center line of Everhart Road; thence, in a northeasterly direction with a line that is 150 feet southeast of and parallel to the center line of Everhart Road to its intersection with the center line of Avalon Street, same being the northeastern boundary line of Lot 1, Section 2, Glour Bluff and Encinal Farm and Garden Tracts; thence, in a southeasterly direction with the center line of Avalon and S. Alameda Street, same being the northeast boundary line of Section 2 and 14, Flour Bluff and Encinal Farm and Garden Tracts to the northeast corner of Lot 4, Section 14, Flour Bluff and Encinal Farm and Garden Tracts; thence, in a southwesterly direction with the northwestern property line of Lot 5, Section lie., Flour Bluff and Encinal Farm and Garden Tracts, to the southwest corner of said Lot 5; thence, in a southeasterly direc- tion with the southwestern property line of Lot 5, Section 14, Flour Bluff and Enoinal Farm and Garden Tracts to the southeast corner of said Lot 5; thence, in a northeasterly direction with the southwestern property line of Lot 5, Section 14, Flour Bluff and Enoinal Farm and Garden Tracts to the northeast corner of said Lot 5; thence, in a southeasterly direction with the center line of S. Alameda Street, same being the north- east boundary line of Sections 14 and 17, Flour Bluff and Encinal Farm and Garden Tracts to its intersection with the west shoreline of Oso Creek at mean low tide; thence, in a northeasterly direction with the meanders of the west shoreline of Oso Creek to the most eastern point of the said west shoreline of said Oso Creek sometime called the Blind Oso which is its intersection with the shoreline of Corpus Christi,Bay; thence, due north one mile; thence in a northwesterly direction to the most easterly southeast corner of the boundary line of the City of Corpus Christi as of September 15, 191 4; thence, west with the south boundary line of the City of Corpus Christi as surveyed by C. F. H. v. Blucher in August A. D. 1883, to an intersection with the shoreline of Corpus Christi Bay; thence in a northwesterly direction with the shoreline of Corpus Christi Bay to its intersection with the center line of Naples Street extended; thence, in a southwesterly direction with the center line of -9- Naples Street and its extension to its intersection with the center line of 18th Street, the place of beginning. SECTION 2. That all ordinances and parts of ordinances in conflict herewith are hereby repealed and that Ordinance No.26y, recorded in Vol. , page 6/ Ordinance and Resolution Records of the City of Corpus Christi, Texas, is hereby expressly repealed. SECTION 3. The fact that a new division of wards is required immediately to insure better voting facilities in future elections creates a public emergency and imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emergency and imperative necessity exist, and having required that such Charter rule be suspended, and that this ordinance be passed finally on the date of its introduction, take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
