HomeMy WebLinkAbout02067 ORD - 04/22/1947AN ORDINANCE o7;;�� lv DIVIDING THE CITY OF CORPUS CHRISTI, TEXAS INTO NINE (9) BOND ELECTION PRECINCTS FOR AND IN WHICH ALL MUNICIPAL BOND ELECTIONS SHALL HEREAFTER BE HELD IN AND KR SAID CITY, AND BE KNOWN AS BOND ELECTION PRE- CINCTS NUMBERS ONE (1), TWO (2), ETC. NINE (9); REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HERWITH; AND DECLARING AN EMERGENCY* , the City Charter of the City of Corpus Christi, Texas, provides in Article IV, 'Section 1, entitled AUTHORITY TO ISSUE BONDS, " * * * the City Council shall prescribe the procedure for calling and holding such elections, shall define the voting precincts, and shall provide for the return and canvass of the ballots cast at such election, "; and, WHEREAS, the City Council did on the 22nd day of April, A. D. 1947 by Ordinance create and divide the City of Corpus Christi into nine (9) wards, and there has been no action by the City Council since the passage of such ordinance which divided the City of Corpus Christi into bond election precincts; and. WHEREAS, the City of Corpus Christi, Texas is desirous of calling a bond election for permanent and necessary street improvements and other purposes, and it is necessary, by reason thereof and because of the foregoing fact, that the old bond precincts be changed, and that the City Council "shall define the voting precincts" for and in which all municipal bond elections shall hereafter be held in and for said City, so that confusion among the voters will be avoided: NOW, THEREFORE, BE IT ORDAINED BY THE CITY 03UNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS. SECTION 1. That the City of Corpus Christi, for the pur- pose of holding municipal bond elections, is hereby divided into nine (9) bond election precincts within said City, within which respective precincts the legally qualified voters residing in said respective precincts shall vote in all elections for the purpose of submitting the question of the issuance of bonds of said City hereafter, and as provided by law; and that said bond election precincts shall be defined, described and bounded as followss --�'00 (a) Bond Election Precinct Number One (1) shall be composed of the first ward of said city, as that ward is designated by mates and bounds and fixed by Ordinance duly passed and ap- proved on the 22nd day of April, 1947. (b) Bond Election Precinct Number Two (2) shall be composed of the second ward of said city, as that ward is designated by metes and bounds and fixed by Ordinance duly passed and ap- proved on the 22nd day of April, 1947. (o) Bond Election Precinct Number Three (3) shall be composed of the third ward of said city, as that ward is designated by metes and bounds and fixed by Ordinance duly passed and ap- proved on the 22nd day of April, 19147. (d) Bond Election Precinct Number Four (4) shall be composed of the fourth ward of said city, as that ward is designated by metes and bounds and fixed by Ordinance duly passed and ap- proved on the 22nd day of April, 1947• (e) Bond Election Precinct Number Five (5) shall be composed of the fifth ward of said city, as that ward is designated by metes and bounds and fixed by Ordinance duly passed and ap- proved on the 22nd day of April, 1947. (f) Bond Election Precinct Number Six (6) shall be composed of the sixth ward of said city, as that ward is designated by metes and bounds and fixed by Ordinance duly passed and approved on the 22nd day of April, 1947. (g) Bond Election Precinct Number Seven (7) shall be composed of the seventh ward of said city, as that ward is designated by mates and bounds and fixed by Ordinanoe duly passed and ap- proved on the 22nd day of April, 1947. (h) Bond Election Precinct Number Eight (8) shall be composed of the eighth ward of said city, as that ward is designated by metes and bounds and fixed by Ordinance duly passed and ap- proved on the 22nd day of April, 1947. (i) Bond Election Precinct Number Nine (9) shall be composed of the ninth ward of said city, as that ward is designated by metes and bounds and fixed by Ordinance duly passed and ap- proved on the 22nd day of April, 1947. SECTION 2. All other Ordinances which have heretofore been passed and which have set out and established bond election precincts are hereby repealed. SECTION 3. The fact that the City of Corpus Christi deems it necessary that a bond election be immediately called, and that in order to hold such election it is necessary that bond election precinetsbe properly established, creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no Ordinance or Resolution shall be passed finally on the date it is introduced and that such Ordinance or Resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such public emer- gency and imperative necessity exist, and having requested that such Charter rule be suspended, and that this Resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT 13 ACCORDINGLY RESOLVED. D. 1947• City of Corpus Christi, Texas (7Ta (?, L&We-'�7 -7 - City Seore ary APPROVED / city Attorney Corpus Christi, Texas April 22, 1947 TO THE E28 OF THE CITY COUNCIL Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the foregoing Ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no Ordinance or Resolution shall be passed finally on the date it is introduced, and that such Ordinance or Resolution shall be read at three meetings of the City Council, 1, therefore, hereby request that you suspend said Charter rule or requirement and pass this Ordinance finally on the date it is introduced, or at the present meeting of the City Council.
