AUTHORIZING AND DIRECTING THE CITY MANAGER
OF THE CITY OF CORPUS CHRISTI, TEXAS, TO
EXECUTE FOR AND ON BEHALF OF THE CITY A
CONTRACT WITH W. 14. NEYLiND FOR SECURING
OF RIGHT OF WAYS FOR HIGHWAY APPROACHES TO
THE PROPOSED NUECES BAY CAUSEWAY FROM THE
NORTH CITY LMIT OF CORPUS CHRISTI TO THE
BASCULE BRIDGE ON THE SHIP CHANEL, A17D
DECLARING AN EMERGENCY.
to REASo it is deemed necessary that the City secure right
of ways for highway approaches to the proposed Nueces Bay Causeway from
the North City limit of Corpus Christi to the bascule bridge on the
Ship Chanel in order that said causeway can be built;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUJCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager of the City of Corpus
Christi, Texas, is hereby authorized and directed to execute for and
on behalf of the City of Corpus Christi, a contract with W. T.Q. Neyland,
a copy of which contract is hereby attached and made a part hereof and
reads as follows, to -wit:

This contract made and entered into by and between the City
of Corpus Christi, Texas, hereinafter called "City" and ;'f. M. Ferland

for highway approaches to a causeway to be constructed crossing Nueces

WIMREAS, Second party has agreed to secure commitments for
such right of ways from the various property'owners adjoininb approaches
to such proposed causeway=

TW Second party agrees to secure commitments for right of
ways or right of way contracts from all land owners adjacent to the pro-
posed highway approachea to Muecea Say Causeway from the north limits
Of the City of Corpus Christi to the bascule bridge in accordance with
the property and plan set out in a map prepared by the Texas jUghway
Department of United States IULhwaya No. 77 and Vo. 181 from north City
limit of Corpus Christi to the bascule bridge on the Ship Chanel, said
map being issued by the Office of District Frxginear, Corpus Christi,
District No. 16, duty, 1946, to which map reference is hereby made for
all pertinent purposes, a copy of said map is now on file in the City
Nanagerts Office of zne City of Corpus Christi, Te=as. And &aid City
in consideration of the services to be performed by said Second party
hereby agrees to pay therefor the sum of Three Thousand Dollars (3,000.00)
to be paid as followsr One Thousand Dollars ($1,000.00) to be paid upon
the execution of this contract and the further sum of Two Thousand Dollars
02,0W.00) to be paid upon the completion of all services to be rendered
by party of the second part.
Plcrty of the second part further agrees to proceed under the
terms of this contract usinC due deliberation to oamplete the same
within a reasonable langth of time.
It is recognised by both parties that it may be necessary for
Party of First Part to Conde= some pareels for the right or way where
a satisfactory agreement can not be reached by open negotiations.

SECTION 2. The fact that it is necessary to obtain right of
ways for highway approaches to the proposed Nuecos Bay Causeway before
said causeway can be constructed and put into use creates a public
emergency and a public imperative necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally
on the date it is introduced and that such ordinance or resolution shall
be read at three several meetings of the City Council, and the 14yor
having declared that such public emergency and imperative necessity
exist, and having requested that such Charter rule be suspended, and
that this ordinance be passed finally on the date of its introduction
and take effect and be in full force and effect from and after its
passage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen;
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
