APPROPRIATING THE SUM OF ONE THOUSAND DOLLARS
($1,000.00) FROM STREET IMPROVEPQENT CONSTRUC-
TION FUND NO. 220 TO BE USED FOR THE PURPOSE
OF SECURING RIGHT OF WAYS FOR HIGHWAY APPROACHES
TO THE PROPOSED NUECES BAY CAUSEWAY, CORPUS
CHRISTI, TEXAS, AND DECLARING AN EMERGENCY.
WHEREAS, it is deemed necessary to secure right of ways for
highway approaches to the proposed Nueces Bay Causeway; and,
'+YHEREAS, the City of Corpus Christi has entered a contract with
W. M. Neyland for securing such right -of ways; and
WHEREAS, by virtue of said contract there is now due the said
W. M- Neyland the sum of One Thousand Dollars (31,000.00); and
WHEREAS, there are sufficient fluids in Street Improvement
Construction Fund No. 220 which is now unencumbered and which funds are
available for this purpose;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS;
SECTION 1. That there is hereby appropriated the sum of One
Thousand Dollars (al,000.o0) from Street Improvement Construction Fund
No. 220, which money is to be used for payment to 'Y. y. Neyland for
securing right of ways for highway approaches to the proposed Nueces Bay
Causeway.
SECTION 2. The fact that it is essential to secure the right
of ways mentioned above before the Nueces Bay Causeway can be constructed
creates a public emergency and public imperative necessity requiring the
suspension of the Charter rule that no ordinance or resolution shall be
passed finally on the date it is introduced and that such ordinance or
resolution shall be read at three several meetings of the City Council,
and the Mayor havi % declared that such public emergency and imperative
necessity exist, and having requested that such Charter rule be suspended,
and that this ordinance be passed finally on the date of its introduction
and take effect and be in full force and effect from and after its passage,
IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I. therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.

Gentlemen;
I have examined the accounts and fund from which the
appropriation is made, as provided for in the ordinance attached
hereto, and I do certify that the money required for such appro-
priation is in the Treasury to the credit of the fund from which
such appropriation is to be drawn, and that there are monies in
such fund which are not appropriated for any other purpose and
which are available at this time.
