AUTHORIZING AND DIRECTING THE CITY MANAGER OF
THE CITY OF CORPUS CHRISTI, TEXAS, TO EXECUTE
FOR AND ON BEHALF OF SAID CITY A CONTRACT WITH
HARE AND HARE, CITY PLANNERS OF KANSAS CITY,
MISSOURI, FOR BAYFRONT IMPROVEMENT PLANS, AND
DECLARING AN EMERGENCY.
WHEREAS, the Chamber of Commerce, through its Bayfront
Improvement Committee, has turned over to the City of Corpus Christi
the sum of Six Hundred and Fifty Dollars (650.00) to be used and
applied as part payment of the contract hereinafter mentioned with
Hare and Hare, City Planners of Kansas City, Missouri, for Bayfront
plan and reoemsendatione; and,
WHEREAS, it has been determined by the City Council, and
is hereby determined, that said Council should proceed with obtaining
plans and suggestions for the improvement of the Bayfront;
NOff, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTICN 1. That the City Manager of the City of Corpus
Christi, Texas, be and he is hereby authorised and directed to execute
for and on behalf of the City of Corpus Christi, Texas, a contract with
Hare and Hare, City Planners of Kansas City, Missouri; a copy of such
contract is attached hereto and made a part hereof and reads as follows,
to -wit:
SECTION 2. The necessity for obtaining plans and
recommendations from reputable planning engineers in order to
continue with Bagyfront improvement in the City of Corpus Christi
creates a public emergency and public imperative necessity requiring
the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date it is introduced and that such
Ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared that such pub-
lic emergency and imperative necessity exist, and having requested
that such Charter rule be suspended, and that this ordinance be
passed finally on the date of its introduction and take effect and
be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED.

THIS AGRE;stdMT, entered into this / %9 day of 1947,
between the City of Corpus Christi, Texas, Party of the First Part, and Hare and Hare,
a co- partnership composed of S. Herbert Hare, Ralph R. Reinhardt and Donald ' Bush,
City Planners, of Kansas City, Missouri. Party of the Second Part, s;ITN3FZrTH:
1. Party of the First Part hereby employs Party of the Second Part to pre-
pare plans and recommendations for the improvement of the Bay Front as follows:
a. Revision and completion of plans and recommendations covered in contract
dated the lst day of Tune, 1944, between the Chamber of Commerce of Cor-
pus Christi, Texas, and Mare and Fare, photostatic copy of which is at-
tached hereto.
2. In preparing the above plans and recommendations, the Party of the second
Part agrees that Donald ;'r. Bush will make a visit to Corpus Christi of two to three
days, to check revisions in the plans, made necessary by recent construction, and that
S. Herbert Hare will make two visits of one day each to discuss the revised preliminary
plans.
3. For the services outlined above, Party of the First Part agrees to pay
Party of the Second Part the sum of Fifteen Hundred Dollars (t1500.00), and payment
of this amount will release the Chamber of Commerce from their obligation to pay Party
of the Second Part Six Hundred Fifty Dollars (y650.00), being the balance due under
that contract on completion of the plans and services covered therein.

plans as they develop, and checking them on the ground; and one visit
about a week by one of the associates of the firm, for the purpose of as-
sembling material and giving detailed study to the problem,
2. The Party of the Second Part will present the recommendations in
preliminary form for discussion before the final drafting of plans, sections or
other drawings. Final drawings will be in form suitable for reproduction o- ex-
hibition, and will be drawn to scale but will not include working informatics as
to detailed dimensions or grades, plant names, or structural design.
3. Party of the First Part agrees to furnish all available plans or
other information as a basis for the work and Party of the Second Part will not
be required to make any field engineering surveys.
4. For the services outlined above, Party of the First Part agrees to
pay Party of the Second Part a fee of Six Hundred Fifty Dollars ($650.00) cover-
ing the time of S. Herbert Hare either in Corpus Christi or in his office, this
fee to be payable one half on presentation of the preliminary studies, and the
remainder on completion of the final drawings. The Party of the First Part lurtl:-
er agrees to make available the sum of Thirteen Hundred Dollars ($1300.00) from
which it will pay the Party of the Second Part from time to time as the work: pro-
gresses, for the time of as,- ociates and assistants and expenses incurred, as
follows:
