ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR,
BEGINNING AUGUST 1, 1947, AND ENDING JULY 31,
1948, IN ACCORDANCE WITH THE CITY CHARTER OF
THE CITY OF CORPUS CHRISTI, TEXAS, AS AMENDED,
AND DECLARING AN EMERGENCY.
v4HE7REAS, the City Manager of the City of Corpus Christi, pur-
suant to Article V. Section 214, of the City Charter, as amended, did,
on June 9. 1947, submit to the City Council, a budget estimate of the
revenues of said City, and the expenses of conducting the affairs thereof
for the ensuing fiscal year beginning August 1, 1947, and ending July 31,
1948, and which said estimate had been compiled from detailed information
obtained from the several departments, divisions and offices of the City,
in accordance with said Charter provisions; and
WHEREAS, the members of the City Council have received and
studied said City Managers budget estimate and have called for and held
the proper hearings in accordance with Article 689a.- of Chapter 6,
Title 20, on said budget; and
WHEREAS, in accordance with Section 26, Article V, of the Charter
of the City of Corpus Christi, Texas, it is necessary that the City Council
accept, approve and adopt the budget at the conclusion of such public
hearings, and before the first regular meeting of the City Council in
August.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the budget of the City of Corpus Christi, covering
the proposed expenditures of the City of Corpus Christi, and the estimates
of the revenues of the said City for the fiscal year beginning August 1,
1947, and ending July 31, 1948, as submitted by the City Manager of said
City, be and the same is in all things accepted, approved and adopted as
the budget of the City of Corpus. Christi for the fiscal year beginning
August 1, 1947, and ending July 31, 1948, a copy of which budget is attached
hereto, marked "EXHIBIT A ", and made a part hereof for all purposes.
SECTION 2. The fact that the adopting of the budget has been
delayed, together with the fact that the Charter provisions prescribe that

the budget be adopted and approved before the first regular meeting in
August, creates a public emergency and public imperative necessity
requiring the suspension of the charter rule that no ordinance or resolu-
tion shall be passed finally on the date it is introduced and that such
ordinance or resolution shall be read at three several meetings of the
City Council, and the Mayor having declared that such public emergency
and imperative necessity exists, and having requested that suoh Charter
rule be suspended, and that this Ordinance be passed finally on the date
of its introduction and take effect and be in full force and effect from
and after its passage, IT IS ACCORDINGLY ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
