APPROPRIATING MONEY FROM STREET CONSTRUCTION
FUND NO. 220 FOR THE PURPOSE OF CONSTRUCTING
IMPROVEMENTS TO MINNESOTA AVENUE AND CARROLL
LANE AND DECLARING AN EMERGENCY.
WHEREAS, Nueces County and the City of Corpus Christi entered
into a contract on the 2nd day of October, 1946, in which the County of
Nueces agreed to pay the sum of Three Thousand Dollars 03,000.00) to be
used exclusively for the improvement of Carroll Lane and the sum of Two
Thousand Dollars ($2,000.00) to be used exclusively for the improvement
Of Minnesota Avenue and the sum of Ten Thousand Dollars ($10,000.00) to
be used exclusively for the improvement of Gollihar Road and the sum of
Thirty Thousand Dollars ($30,000.00) to be used exclusively for improve-
ments to Ocean Drive, " far as said streets are located in the corporate
limits of the City of Corpus Christi, the above amounts being in connec-
tion with other amounts to be furnished by the City of Corpus Christi for
such improvements; and,
VMREAS, the City of Corpus Christi desires at this time to
improve Carroll Lane and Minnesota Avenue in accordance with the said
contract and proposes in the future to improve Gollihar Road and Ocean
Drive in accordance with the said contract; and,
WHEREAS, it has been determined by the City Council, upon the
advice of the Department of Public Works, that the City's share of money
necessary for the improvements of Minnesota Avenue is the sum of Seven
Thousand Six Hundred Dollars 07,600.00) and the City's share of expenses
of improving Carroll Lane is Nine Thousand Three Hundred Dollars ($9,300.00),
making a total of Sixteen Thousand Nine Hundred Dollars ($16,900.00); and,
WHEREAS, there is sufficient funds in Street Construction Fund
No. 220, which is now unencumbered and which funds are available for this
purpose,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS¢
SECTION 1. That there is hereby appropriated the sum of Seven
Thousand Six Hundred Dollars (V,600.00) for street improvement of
Minnesota Avenue in connection with funds available from Nueces County,
said money to be appropriated from Street Construction Fund No. 220.

SECTION 2. That there is hereby appropriated the sum of Nine
Thousand Three Hundred Dollars 09,300.00) for street improvement of
Carroll Lane in connection with funds available from Nueces County,
said money to be appropriated from Street Construction Fund No. 220.
SECTION 3. The fact that Minnesota Avenue and Carroll Lane
are in bad state of repair and are a menace to traffic in their present
form and are in need of improvement creates a public emergency and
public imperative necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the
date it is introduced and that such ordinance or resolution shall be
read at three several meetings of the City Council, and the Mayor having
declared that such public emergency and imperative necessity exist, and
having requested that such Charter rule be suspended, and that this
ordinance be passed finally on the date of its introduction and talm
effect and be in full force and effect from and after its passage, IT
IS ACCORDINGLY SO ORDAINED.

Gentlemen:
I have examined the accounts and fund from which the
appropriation is made, as provided for in the ordinance attached
hereto, and I do certify that the money required for such appro-
priation is in the Treasury to the credit of the fund from which
such appropriation is to be drawn, and that there are monies in
such fund which are not appropriated for any other purpose and
which are available at this time.

Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed Finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore., hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
