of the City of Corpus Christi, Texas, convened in regular session
meeting with the following members of said Council present, to -wit;

the following among other business was transacted;

the Council an Ordinance. The Ordinance was read by the City Secretary.
The mayor presented to the Council a communication in writing pertaining
to said proposed Ordinance, as follows=

Gentlemen;
It is essential that the City make certain Storm Sewer Improve-
ments, Street Improvements, Sas itary Sewer System Improvements, Airport
Improvements, Municipal Public Buildings Improvements, Park Improvements
and construct Park Buildings, make improvements on and to the Bayfront L-
Head and T -Heads and construct Swimming Pools. Delay in making of such
improvements in the nature of repairs and construction would contribute
to the impairment of the health of the residents of the City of Corpus
Christi and would be detrimental to the welfare of the residents of Cor-
pus Christi. Under such circumstances, I request that the City Council
pass the proposed ordinance calling an election for the issuance of Two
mullion Five Hundred Thousand Dollars (fy2,500,000.00) Storm Sewer Improve-
ment Bonds, Seven Hundred and Eighty -five Thousand Dollars 0785,000.00)
Street Improvement Bonds, Nine Hundred and Fifty Thousand Dollars (3950,
000.00) Sanitary Sewer System Improvement Bonds, One Hundred Thousand
Dollars (p100,000.00) Airport Improvement Bonds, Sixty Thousand Dollars
(w60,000.00) Public Buildings Construction and Improvement Bonds, One
Hundred and Fifty Thousand Doliars (;;150,000.00) Park Improvement and Park
Buildings Construction Bonds, Fifteen Thousand Dollars 015,000.00) L -Head
and T -Head Improvement Bonds, and Two Hundred and Forty Thousand Dollars
(;240,u00.00) Swimming Pool Construction Bonds, as an emergency measure.
You will please consider this request in connection with the ordinance
which has been introduced in the City Council on this subject.

Mr. George R. Clark, Jr. made a motion that the Charter provision
prohibiting ordinances from being passed finally on the date introduced
be suspended for the reasons stated in the written request of the mayor
and stated in the emergency clause of the Ordinance. The motion was
seconded by Yr. John A. Ferris. The motion was carried by a unanimous
vote by the City Council, viz:
Ayesa Commissioners Clark, Ferris and Henry.
Nayes: None.
Mr. George R. Clark, Jr, made a motion that the Ordinance be
passed finally. The motion was seconded by Mr. R.- R. Henry. The motion
was carried by the following vote;
Ayes; Commissioners Clark, Ferris and Henry.
Nayes; None.
The :Mayor requested that the records show that he voted Aye.
This was done.
The Mayor announced that the Ordinance had been passed. The

TWO HUNDRED AND FORTY THOUSAND DOLLARS ($2I'000.00) SWIM-
MING POOL CONSTRUCTION BONDS FOR THE PURPOSE OF CONSTRUCTING
AND EQUIPPING SWIMMING POOLS IN AND FOR SAID CITY AND FOR

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEAS:
1. That an election be held in said City of Corpus Christi,
Texas, on the _0day of = 1947, at which election the follow-
ing propositions shall be submitted to the resident qualified electors
of the City, of Corpus Christi who own taxable property in said City and
who have duly rendered the same for taxation:
PROPOSITION NUMBER 1
"Shall the City Council of the City of Corpus Christi be authorized
to issue the bonds of said City in the sum of Two Million Five
Hundred Thousand Dollars ($2,500,000.00), maturing serially in such
installments as the City Council may prescribe within a period of
not exceeding thirty (30) years from the date of the issuance of
said bonds, bearing interest at a rate or rates not to exceed three
(gy) per cent per annum, payable semi - annually, and to levy a tax
on all of the taxable property within the City sufficient to pay the
annual interest and provide a sinking fund to pay the bonds at
maturity, for the purpose of improving, enlarging, and extending
the Storm water Sewer Systems in and for said City, as authorized
by the Constitution and the laws of the State of Texas and the
Charter of said City ?"
PROPOSITION NUMBER 2
"Shall the City Council of the City of Corpus Christi be authorized
to issue the bonds of said City in the amount of Seven Hundred and
Eighty-five Thousand Dollars ($785,000.00), maturing serially in such
installments as the City Council may prescribe within a period of
not exceeding twenty (20) years from the date of the issuance of
said bonds, bearing interest at a rate or rates not to exceed three
(3y) per cent per annum, payable semi - annually, and to levy a tax
on all taxable property within said City sufficient to pay the annual
interest and provide a sinking fund to pay the bonds at maturity, for
the purpose of making permanent street improvementa within the City,
as authorized by the Constitution and the laws of the State of Texas
and the Charter of said City ?"
PROPOSITION NUMBER 3
"Shall the City Council of the City of Corpus Christi be authorized
to issue the bonds of said City in the sum of Nine Hundred and Fifty
Thousand Dollars ($950,000.00), maturing serially in such install-
ments as the City Council may prescribe within a period of not exceeding
thirty (30) years from the date of the issuance of said bonds, bearing
interest at a rate or rates not to exceed three (3/) per cent per
annum, payable semi - annually, said bonds to be redeemable at the option
of the City at any interest paying date after the end of twenty (20)
years from the date of issuance, and to levy a tax on all taxable property
within said City sufficient to pay the annual interest and provide a
sinking fund to pay the bonds at maturity, for the purpose of improving,
enlarging and extending the sanitary sewer systems in and for said City,
as authorized by the Constitution and the laws of the State of Texas
and the Charter of said City ?"

PROPOSITION NUMBER 4
"Shall the City Council of the City of Corpus Christi be authorized
to issue the bonds of said City in the sum of One Hundred Thousand
Dollars ($100,000.00), maturing serially in such installments as
the City Council may prescribe within a period of not exceeding
twenty (20) years from the date of the issuance of said bonds, bearing
interest at a rate or rates not to exceed three (3j) per cent per
emnum, payable semi - annually, and to levy a tax on all of the taxable
property within the City sufficient to pay the annual interest and
provide a sinking fund to pay the bonds at maturity, for the purpose
of constructing improvements to the municipal airport of said City,
extending and improving the drainage systems thereof, and purchasing
the necessary sites and right of ways therefor as authorized by
the Constitution and the laws of the State of Texas and the Charter
of said City ?"
PROPOSITION NUMBER 5
"Shall the City Council of the City of Corpus Christi, Texas, be
authorized to issue the bonds of said City in the sum of Sixty
Thousand Dollars ($60,000.00), maturing serially in such install-
ments as the City Council may prescribe within a period not exceeding
ten (10) years from the date of the issuance of said bonds, bearinL
interest at the rate or rates of not to exceed three (30) per cent
per annum, payable semi - annually, and to levy a tax on all of the
taxable property within the City sufficient to pay the annual interest
and provide a sinking fund to pay the bonds at maturity, for the pur-
pose of building, constructing, improving, altering, and repairing
municipal public buildings and acquiring necessary lands and sites
therefor, within the corporate limits of the City of Corpus Christi,
Texas, as authorized by the Constitution and the laws of the State
of Texas and the Charter of said City ?"

'Shall the City Council of the City of Corpus Christi, Texas, be
authorized to issue the bonds of said City in the sum of One Hundred
and Fifty Thousand Dollars (4150,000.00), maturing serially in
such installments as the City Council may prescribe within a period
of not exceeding twenty (20) years from the date of the issuance
of said bonds bearing interest at the rate or rates of not to exceed
three (31) per cent per annum, payable semi - annually, and to levy a
tax on all of the taxable property within the City sufficient to pay
the annual interest and provide a sinking fund to pay the bonds at
maturity, for the purpose of the following permanent improvements, to-
wit; constructing, building, equipping and improving pleasure grounds,
parks and playgrounds in and for said City, for securing and acquiring
the necessary lands and sites therefor and for improving, extending
and equipping pleasure grounds, parks and playgrounds now owed by said
City, as authorized by the Constitution and the laws of the State of
Texas and the Charter of said City?"

"Shall the City Council of the City of Corpus Christi, Texas, be
authorized to issue the bonds of said City in the amount of Fifteen
Thousand Dollars (:,'15,000.00), maturing serially in such installments
as the City Council may prescribe within a period of not exceeding
ten (10) years from the date of the issuance of said bonds, bearing
interest at the rate or rates of not to exceed three (3/0) per cent
per annum, payable semi - annually, and to levy a tax on all taxable
property within said City sufficient to pay the annual interest and
provide a sinking fund to pay the bonds at maturity, for the purpose
of paving, providing roadways, parking areas, and other permanent
improvements on, about or adjacent to the Bayfront T -Heads and the
Bayfront L -Head within and owned by the City of Corpus Christi, Texas,
as authorized by the Constitution and the laws of the State of Texas
and the Charter of said City?"

"Shall the City Council of the City of Corpus Christi, Texas, be,
authorized to issue the bonds of said City in the sum of Two dundred
and Forty Thousand Dollars (6,210,000.00), maturing serially in such
installments as the City Council may prescribe within a period of
not exceeding Twenty (20) years From the date of the issuance of said
bonds, bearing interest at the rate or rates of not to exceed three
(3%) per cent per annum, payable semi - annually, and to levy a tax
on all taxable property within said City sufficient to pay the annual
interest and provide a sinking fund to pay the bonds at maturity,
for the purpose of the following permanent improvements, to-wit-
constructing and equipping swimming pools in and for said City and
for securing and acquiring the necessary lands and sites therefor as

provisions of Chapter 1, Title 22 of the Revised Civil Statutes of Texas,
1925, as amended, including the provisions of Article 704, as amended by
Chapter 382, passed at the first called session of the 4LFbh legislature,
and the City Charter of the City of Corpus Christi, Texas, and only
legally qualified electors who own taxable property in the City and who
have duly rendered the same for taxation shall be qualified to vote.

4. The polls shall be open from 8 o'clock a.m. to 7 o +clock
P.M.
All voters desiring to support the proposition to issue said
Storm Sewer Improvement Bonds shall have written or printed on-their
ballots the following words:
"PROPOSITION NUMBER 1
FOR THE ISSUANCE OF STORM SEWER IMPROVEMENT BONDS."
And those opposed to the proposition to issue the said Storm Sewer improve-
ment Bonds shall have written or printed on their ballots the words:
"PROPOSITION NUMBER 1
AGAINST THE ISSUANCE OF STORM SEWER IMPROVMANT BONDS."
All voters desiring to support the proposition to issue said
Street Improvement bonds shall have printed on their ballots the follow-
ing words:
"PROPOSITION NUMBER 2
FOR THE ISSUANCE OF STREET IMPROVEMENT BONDS."
And those opposed to the proposition to issue the said Street Improve-
ment Bonds shall have written or printed on their ballots the words:
"PROPOSITION NUMBER 2
AGAINST THE ISSUANCE OF STREET IMPROVEMENT BONDS."
All voters desiring to support the proposition to issue said
Sanitary Sewer System Improvement Bonds shall have printed on their
ballots the following words:
"PROPOSITION NUMBER 3
FOR THE ISSUANCE OF SANITARY SEPVER SYSTEM IMPROVEMMT BONDS."
And those opposed to the proposition to issue the said Sanitary Sewer
System Improvement Bonds shall have written or printed on their ballots
the words:
"PROPOSITION NUMBER 3
AGAINST THE ISSUANCE OF SANITARY SEINER SYSTEM IMPROVEMENT BONDS."

All voters desiring to support the proposition to issue said
Airport Improvement Bonds shall have printed on their ballots the
following words:

FOR THE ISSUANCE OF AIRPORT IMPROVENMT BONDS."
And those opposed to the proposition to issue the said Airport Improve-
ment Bonds shall have written or printed on their ballots the words:

AGAINST THE ISSUANCE OF AIRPORT INPROVEMENT BONDS."
All voters desiring to support the proposition to issue said
Public Buildings Construction and Improvement Bonds shall have printed
on their ballots the following words;
"PROPOSITION NUMBER 5
FOR THE ISSUANCE OF PUBLIC BUILDINGS CONSTRUCTION AND IMPROVE -
MEM BONDS."
And those opposed to the proposition to issue the said Public Buildings
Construction and Improvement Bonds shall have written or printed on their
ballots the words%

AGAINST THE ISSUANCE OF PUBLIC BUILDINGS CONSTRUCTION AND I10PROVE -

All voters desiring to support the proposition to issue said
Park Improvement and Park Buildings Construction Bonds shall have printed
on their ballots the following words:

FOR THE ISSUANCE OF PARK IMPROV- 21,4ENT AND PARK BUILDINGS
CONSTRUCTION BONDS."
And those opposed to the proposition to issue the said Park Improvement
and Park Buildings Construction Bonds shall have printed on their ballots
the following words:

AGAINST THE ISSUANCE OF PARK INPROVMENT AND PARK BUILDINGS
CONSTRUCTION BONDS."

All voters desiring to support the proposition to issue said
L -Head and T -Plead Improvement Bonds shall have printed on their ballots
the following words;

FOR THE ISSUANCE OF BAY FRCNT L-HEAD AND BAY FRONT T -HEAD
IMPROVEMENT BONDS."
And those opposed to the proposition to issue the said L -head and T -Head
Improvement Bonds shall have printed on their ballots the following words:
"PROPOSITION NUMBER
AGAINST THE ISSUANCE OF BAY FRONT L -READ AND BAY FRONT T -2EAD
IMPROVEMENT BONDS."
All voters desiring to support the proposition to issue said
Swimming Pool Construction Bonds shall have printed on their ballots the
following words:
"PROPOSITION NUMBER 8
FOR T.IL; ISSUANCE OF SP(INS4ING POOL CONSTRUCTION BONDS."
And those opposed to the proposition to issue the said Swimming Pool
Construction Bonds shall have printed on their ballots the following words;
"PROPOSITION NUMBER 8
AGAINST THE ISSUANCE OF SWINWING POOL CONSTRUCTION BONDS."
5• A substantial copy of this Ordinance, signed by the Mayor
of the City of Corpus Christi, and attested by the City Secretary, shall
constitute the notice of ordering said election and the Mayor is directed
to cause a copy of this ordinance signed by him to be posted at the City
Hall and at each of the voting places in each bond election precinct not
less than fifteen (15) days prior to said election, and to have a copy of
this ordinance signed by him published in the CORPUS CHRISTI PRESS, the
official newspaper, and in the CORPUS CHRISTI CALLER; both being news-
papers of general circulation, published within the City of Corpus Christi;
said publication to be made on the some day in each of two successive
weeks prior to the date of the election and the date of the first publi-
cation to be not less than fourteen (14) days prior to the date of said
election.

6. The fact that the contemplated improvements are necessary
for the orderly development and growth of the City of Corpus Christi
and for the protection of life, health and property and for the general
welfare of the citizens and residents of the City of Corpus Christi creates
a public emergency and imperative necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed
finally on the date it is introduced and that such ordinance or reso-
lution shall be read at three several meetings of the City Council, and
the Mayor having declared that such public emergency and imperative
necessity exist, and having requested that such Charter rule be sus-
pended, and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from and
after its passage, IT IS ACCORDINGLY SO ORDAINED.
