aSSEC'TION 1. That there is hereby transferred the sum of
Fifteen Hundred and. 'Eighty Dollars (y1580.00) from Item "VD Clinic- -
Salaries" to Itern "Health Division -- Travel ", both of above said Items
being in Health Fuld No. 102, which money is to be used to pay travel
expenses for employees of the Health Unit.
SECTION 2. The fact that it is necessan to safe guard the
health of the citizens of ,Corpus Christi by maintaining proper health
facilities at the Health Unit creates a public emergency and public
imperative necessity requiring the suspension of the Charter rule that
no ordinance or resolution shall be passed finally on the date it is
introduced and that such ordinance or resolution shall be read at
three several raeetinCs of the City Council, and the kayor having declared
that such public emergency and imperative necessity exist, and having
requested that such Charter rule be suspended, and that this ordinance
be passed finally on the date of its introduction and take effect and
be in full force and effect from and after its passage, IT IS ACCORDINGLY
SO ORDAINCD.

I have examined the accounts and fund from which the
appropriation is made, as provided for in the ordinance attached
hereto, and I do certify that the noney required for such appro-
priation is in the treasury to the credit of the fund from which
such appropriation is to be drawn, and that there are monies in
such fund whic=) are not appropriated for any other purpose and
which are available at this time.

Gentlemen:
For the reasons set .forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity
exist for the suspension of the Charter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meetings of
the City Council.
