REFEiS.ING PROVISIONS OF SECTION 2, ORDINANCE
NO. 2063, ENACTED ON THE 15TH DAY OF APRIL,
1947, WHICH ADDED A PROVISO TO SECTION 2,
ARTICLE V OF THE CIVIL SERVICE RULES AND
REGULATIONS TO THE EFFECT THAT THE CIVIL
SERVICE BOARD COULD kME EXCEPTIONS TO RESI-
DENCE REQUIREMENTS FOR A PEEJOD OF SIX MONTHS
AFTER. APRIL 12, 1947; AI ENDING SECTION 2
ARTICLE V OF THE CIVIL SERVICE RULES AND
REGULATIONS BY ADDING PROVISO THAT CIVIL
SERVICE BOARD MAY MAKE EXCEPTIONS TO RESIDENCE
REQUIRFIAENTS FOR A PERIOD OF SIX MONTHS AFTER
OCTOBER 1, 1947; AND DECLERING AN EMERGENCY.
ufflEREAS, Section 2 of Ordinance No. 2063, passed and
approved on this 15th day of April, 1947, recorded in Volume 15, .
pages 385 -366, Ordinance - Resolution Records of the City of Corpus
Christi, Texas, provides as follows:
"Section 2. That Section 2 of Article V of the
rules and regulations of the Civil Service Board be
amended by the addition at the end of said Section,
the following proviso:
"Provided that for a period of six months
after April 12, 1947, the Civil Service Board
may make exceptions as to residence requirements
of employees by an order entered into the Minutes
of the Board."
and
WHEREAS, on the 22nd day of September, 1947, the Civil
Service Board at an official meeting, unanimously voted to request
the Council to approve an amendment to the Civil Service Rules and
Regulations such that the Board might exercise, for a period of six
months after October 12, 1947, power to make exceptions as to resi-
dence requirements of employees by an order entered into the Minutes
of the Board:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That Section 2 of said Ordinance No. 2063 be and
the same is hereby repealed and declared to be of no further force or
effect.
SECTION 2. That , in accordance with the request of the
Civil Service Board, Section 2 of Article V of the Rules and Regulations
of the Civil Service Board be amended by theaddition, at the end of

said Section, of the following proviso:
"Provided that for a period of six months
after April 12, 1947, the Civil Service Board
may make exceptions as to residence requirements
of employees by an order entered into the Minutes
of the Board."
SECTION S. The fact that the authority granted herein to
the Civil Serariee Board is immediately necessary for the efficient
adminstration of the classified civil service system of this City
creates a public emergency and imperative necessity requiring the
suspension of the Charter Rule providing that no Ordinance or
Resolution shall be passed finally on the date it is introduced,
and that such Ordinance or Resolution shall be read at three several
meetings of the City Council, and the Mayor having declared that such
public emergency and public necessity exist, and having requested that
said Chester Rule be suspended, and that this Ordinance take effect
and be in full force and effect from and after its passage, IT IS
ACCORDINGLY ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing Ordinance, a public emergency and an imperative necessity
exist for the suspension of the Charter rule or requirement that
no Ordinance or Resolution shall be passed finally on the date it
is introduced, and that such Ordinance or Resolution shall be read
at three several meetings of the City Council, I, therefore, hereby
request that you suspend said Charter rule or requirement and pass
this Ordinance finally on the date it is introduced, or at the
present meeting of the City Council.
