in order to rrotect the health of the citizens of this City it is
necessary to purchase chemicals to be used in said machine; and,

SECTION 1. That there is hereby appropriated the sum of
One Thousand Dollars (;;1,000.00) out of unappropriated monies in Current
Fund No. 102 to be used for the purchase of chemicals used in the oper-
ation of the foO in.r machine by the aaalt!i Unit.
J3CTIOT: 2. That said One Thousand Dollars (.'„1,000.00) herein
appropriated is hereb.•., transferred to Health Unit Item "Drugs and
Chemicals °.
SECTIOT j. The fact that said chemicals above mentioned are
essential for the proper operation of the fog`ing machine and in order 'to
protect the health of the citizens of Corpus Christi creates a public
emergczicy and public imperative necessity requirim' the suspension of
the Charter Jule that no ordinance or resolution shall be. passed finally
or the date it is introduced asid that such ordinance or resolution shall
be read at three several neetinL,,s of the City Council, and the -Favor
LavinL declared that such public e *,:er ency and imperative necessity
exist, and having requested that such Charter rule be suspended, and that
this ordinance be passed finally on the date of its introduction and

appropriation is made, as provided for in the ordinance attacL.ed

Por the reasons set forth in the emerency clause of the
fore6oing ordinance, a public emer;;enci and imperative necessity
exist for the suspension of the Chiarter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, and that such ordinance or resolution shall be read at
three meetings of the City Council; I, therefore, hereby request that
you suspend said Charter rule or ra uireaent and Cass this ordinance
finally on the date it is introduced, or at the present meeting of
the City Council.
