v "u: RlifiS, on November 12, 1947, 1,1. F. Hipps sustained damages
to his car on Fort Avenue; and,
AII REAS, the claim for such damages was made against the
City; and,
iff@IZ'xS, a compromise of such claim has been offered and it
is deemed advisable that the City compromise this damage claim, paying
the sum of Ninety -two and j51100 Dollars (';92,55) for full settlement
of such claim; and,
'EZEREAS, there is sufficient funds in Street Maintenance Fund
No. 108, which is unencumbered and which funds are available for this
purpose;

SECTION 1. That there is hereby appropriated the sum of Ninety -
two and 55/100 Dollars ('1'92.55) from Street - :.aintenance hand IIo• 108 for
the use of settling and compromising the claim for damages made by 1v- F.
Hipps.
SECTION 2. The fact that it is necessary to settle and com-
promise this claim in order to avoid greater expense to the City creates
a public emergency and public imperative necessity requiring the sus-
pension of the Charter rule that no ordinance or resolution shall be
passed finally on the date it is introduced and that such ordinance or
resolution shall be read at three several meetings of the City Council,
and the Yayor having declared that such public erre rgency and imperative
necessity exist, and having requested that such Charter rule be suspended.,
and that this ordinance be passed finally on the date of its introduction
and take effect and be in full force and effect from and after its passage,
IT IS ICCORDINGLY SO ORDLI-NE.

I have examined the accounts and i'und from which the
appropriation is made, as provided for in the ordinance attached
hereto, and 1 do certify that the money required for such e.ppro-
f>riation is in the Treasury to the credit of t'ne fund. from which
such appropriation is to be drawn, and that there are monies in
such fund which are not appropriated for any other purpose and
v¢Lich are available at this time.

For the reasons set forth in the emergency clause of the
foreoin. ordinance, a public emergency and imperative necessity
exist for the suspension of the Chester rule or requirerent that no
ordinance or resolution shall be gassed finally on the data it is

three meetings of the City Council; It therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
