the City Council of the City oi' i,orpus Christi, Texas,
was requested under date of Biovember 11, 1)47, to consider an amendment
to the existing; Zoning Ordinance in order to permit the use of Lots Nine
(9) and Ten (10) in 3lock Thirteen (13) of Segrest Addition as "retail
district "; and,
the City .Council of the City of Corpus Christi, 'Texas,
has submitted such req,aest to the City Zoning and i-lanring Commission and
the same was considered by said ;Coning and dapping Commission at its
meeting. on November ly, 1947, and said Zoning and Planning Commission
unanimously voted to approve the requested amendment to the existing
Zoning Urdinance; and,
4J IRLAS, the City Council was, on or about the 18th day of
November, 1947, requested to call a public hearing in accordance with
the provisions of the existing ;Coning Ordinances pertaining to such tract
of land, and in pursuance to such request did order a public hearing to
be held by the City Council on the rth day of December, 1947, at 4 ofelock
for the purpose of giving all interested parties, citizens and
property owners the opportunity to be heard on the proposed 'Zoning classi-
fication of said area, and notices of such hearing was published in the
Corpus Christi Press on the 20th and 27th of November, 1947, and the 4th
of December, 1947; and,
Vi',i1REAS, the City Council did on the 9th day of December, A.D.
1947, at the time and place specified in said Notice, hold such specified
hearing, where all interested citizens, property owners and other parties
had an opportunity to be heard on the proposed amendmen.t to the Zoning
Ordinance and map of the City of Cox-pus Christi; and,

SLCTICE 1. That the followinU described area, to -writ: being
all of Lots Dine (5) and Ten (10) in Block Thirteen (13), Segrest Addition
to the City of Corpus Christi, Texas, as same appears of record in map
or plat records of Eueces County, Texas, be zoned for "retail district"
use.
SECTIX, 2. '""hat the official zoning map of the City of Corpus
Christi is hereby a,,ended as herein ordained.
S;;CTIGT j. That all ordinances or parts of ordinances in con-
flict hereuvith are hereby expressly repealed.
SUCTION 4- The fact that it is of the ,Ureatest public importance
to immediately put in force Zoning reiulations in the area hereinabove
described, which at present is without adequate Zoning classification, for
the purpose of providing for the orderly and progressive building and im-
provement of said area and for the orderly and progressive growth of the
City, and the necessary protection of the lives, health, property and
welfare of the citizens of said area, as well as the general public, creates
a public emergency and public imperative necessity requiring the suspension
of the Charter rule that no ordinance or resolution shall be passed
finally on the date it is introduced and that such ordinance or resolution
shs.11 be read at three several meetings of the City Council, and the
idayor havin declared that such public emergency and imperative necessity
exist., and Navin; requested that such Charter rule be suspended, and tnat
this ordinance be passed finally on the date of its introduction and
take effect and be in full force and effect from and after its passage,

Gentlemen-
!Par the reasons set forth in the emergency clause of the
foreZoing ordinance, a pu'lic emergence and imperative necessity
exist for the suspension of ti.e Carter rule or requirement that no
ordinance or resolution shall be passed finally on the date it is
introduced, as:d that such ordinance or resolution shall be read at
three meetings of the City Council, I, therefore, hereby request that
you suspend said Charter rule or requirement and pass this ordinance
finally on the date i.t is introduced, or at t?ie present meeting of
the City Council.
